April 17, 2023, City Council Meeting Recap:
- A resolution was adopted authorizing the Fire Chief to abate the nuisance arising out of weeds growing and refuse accumulating within the City of Gilroy.
- The alternate location of the Santa Teresa Interim Fire Station on the Ranch Site of Christmas Hill Park was approved.
- A sole source purchasing agreement and budget amendment were approved for the purchase of a replacement public safety rescue vehicle.
- A report was presented on mobile vending and sidewalk vending rules and requirements. This item will be studied further and brought back to Council for further discussion and feedback at a future date.
- Council approved the formation of the Downtown Committee. The formalization of this committee will come back to Council for approval in May.

Report on Mobile Vending and Sidewalk Vending Rules and Requirements

Legislation adopted at the State has changed how cities permit vendors to sell food and merchandise on public sidewalks, pedestrian paths, and in, in certain instances, public parks. Current City codes include requirements for mobile vending; however, new State legislation requires the City to update its’ code for sidewalk vendors.
Staff provided this report to summarize current regulations and propose new standards.
This item will be studied further and brought back to Council for further discussion and feedback at a future date.

Conversation and Coffee with Mayor Marie Blankley: Enhancing City Ordinances | |
The community is invited to join Mayor Marie Blankley for Conversation and Coffee on Saturday, May 6, 2023, at 9:30 AM in Council Chambers located at 7351 Rosanna Street. This month the Mayor will be joined by City Administrator Jimmy Forbis to discuss enhancing City ordinances. All are welcome to attend.

This month's April Spotlight with the Mayor provides information enhancing City ordinances. In addition to the information provided in the Spotlight, the upcoming Conversation and Coffee with the Mayor on May 6 will provide an opportunity to learn more about ordinances being considered.

Housing Element | April 2023 Update | |
The City of Gilroy has made revisions to the Gilroy 2023 – 2031 Housing Element in response to comments from the California Department of Housing and Community Development (HCD). The most recent draft can be found on the Housing-Element-Update website. A redlined version showing the revisions can also be found on the website.
City staff continues to seek feedback from the Gilroy community, the Planning Commission, and the City Council. Following the April 20th Planning Commission meeting, a revised draft will be posted on the Housing-Element-Update website and reviewed by the City Council on May 1, 2023. Additional revisions may be necessary following review by the Council. A revised draft will then be sent back to HCD for additional review.
We want to acknowledge and express our deep appreciation for the many members of the public who completed surveys, participated in focus groups, attended online and in-person community meetings, and provided comments and recommendations on our draft Housing Element.

Our parks are some of our favorite places and spaces in our community. Please join us as we work to clean up Las Animas Park on Saturday, April 22.

✅ Where: Meet at the Las Animas Park Mantelli Parking Lot located off Mantelli Drive, across from Floral Street
✅ Details: All volunteers will be required to sign a waiver. The City will provide trash bags and grabbers. Students can receive volunteer hours for participating; please bring your paperwork to the event.

One-Way Traffic Control on State Route 25 (SR-25) in Gilroy for Union Pacific Railroad Repairs starting on Thurs. April 27. | |
The California Department of Transportation (Caltrans) has scheduled one-way traffic control for State Route 25 (SR-25) in Gilroy on Thursday, April 27 between 9 a.m. and 3 p.m. to assist Union Pacific Railroad with grinding and paving repairs.
The area on SR-25 in Gilroy is near Bloomfield Avenue near the US-101/SR-25 interchange.
All work is dependent on weather.
Changeable message and directional signs will be in place to assist motorists traveling in the area. The California Highway Patrol (CHP) will be on-site during the work.
Motorists are advised to expect delays and allow extra time when traveling. Please drive with caution. Slow for the Cone Zone. Caltrans thanks motorists for their patience while we work to maintain our state's highways, bridges, and tunnels.
