Letter to Network Community

On May 25th, the world watched as a white Minneapolis police officer murdered George Floyd in cold blood, adding to the unthinkable amount of killings and violence against Black people at the hands of the police and agents of white supremacy. Breonna Taylor, Ahmaud Arbery and Tony McDade are only a few of the people who have had their lives taken in the past months who deserve our attention and action.

Albany Updates

Capital Project & Legislative Update

Although last month the NYS Division of Budget released Budget Bulletin

B-1223 “pausing” all existing capital projects including supportive/affordable projects, the DOB has approved all OTDA HHAP and HCR 9% capital projects that have award letters to move toward closing. It is unclear at this time how future projects will be impacted.

The NYS Legislature was also back in session and passed a bill extending the eviction moratorium and the emergency rent relief act. Additionally, last week, Assemblymember Steven Cymbrowitz and Senator Brian Kavanagh, Housing Chairs, introduced a bill to codify an ongoing five-year housing plan for affordable and supportive housing starting in 2022.

Network Speaks at City Council Press Conference Opposing Affordable Housing Budget Cuts

Network Executive Director Laura Mascuch joined fellow housing advocates to speak at Council Members Brad Lander, Vanessa Gibson and Robert Cornegy’s press conference opposing affordable housing cuts in the capital budget. The event followed the release of Lander and Gibson’s: A Capital Mistake for NYC, an analysis on the costs to housing, jobs, and infrastructure of proposed cuts to capital spending.

Network & Breaking Ground Distribute NYC Donated PPE: 2M Masks & 500K Gloves

The City of New York generously donated several shipments of Personal Protective Equipment to the supportive housing community for tenants and staff which the Network and Breaking Ground’s Michael Rosen have been distributing.

Doctors Without Borders Partners with the Network and Our Members

Doctors Without Borders (DWB) has been partnering with supportive housing providers across the city to offer advice on infection protection and control, isolation strategies, and to help think through safety protocols for symptomatic tenants.

Network & Members Testify at New York City Council Subcommittee on the Capital Budget

Network Executive Director Laura Mascuch, along with a number of our member agencies, testified about proposed cuts to HPD’s capital budget at the City Council Subcommittee on Capital Budget and Finance hearing May 21st.

House of Representatives’ HEROES Act Includes Network’s Top Priorities

House Speaker Pelosi announced a $3 trillion stimulus bill, HEROES Act on May 15th. This comprehensive package embraces all of our top priorities, including:

$100 billion in emergency rental assistance
$11.5 billion in emergency solutions grants
$875 billion in direct aid to states and localities.

Final Community Reinvestment Act (CRA) Rule

On May 20, 2020, the Office of the Comptroller of the Currency (OCC) issued a final rule to change the regulations implementing the Community Reinvestment Act (CRA), notably without support from the Federal Deposit Insurance Corporation (FDIC) or Federal Reserve.
