Assembly and Senate Release One-House Budgets
The New York State Assembly and Senate released their SFY 2024 one-house budget resolutions on March 15th. Below is a summary on how both proposals compare to the Governor’s proposed budget.

The Network Hosts a Legislative Week of Action
The Network hosted a Legislative Week of Action from March 13th-17th to urge the New York State Senate and Assembly to support crucial supportive housing investments in the final State Budget. This was hosted in lieu of the Network’s 2023 Lobby Day in Albany, which had to be canceled due to inclement weather. After a tweet storm and a call-in Day, the Legislative Week of Action culminated in simultaneous Albany and New York City rallies on Friday, March 17th.

HUD Announces Continuum of Care Awards
On March 28th, HUD announced the Continuum of Care awards for the FY 2022 competition, totaling $2.8 billion nationally. In New York State, 23 CoCs received $268 million, a 3% increase over the prior year. NYC won $145 million, a 2% increase.

The Network Testifies at Three New York City Council Committee Budget Hearings
The Network testified at three New York City Council committee budget hearings in March: General Welfare, Housing and Buildings, and Health and Mental Health, Disabilities, and Addiction joint hearing.

The Network Hosts a City Council Supportive Housing Briefing
On March 14th the Network hosted a City Council Supportive Housing Briefing with Council Member Lincoln Restler at Breaking Ground’s 90 Sands residence. The Network outlined some supportive housing basics and how council members, staff and other elected officials can get involved, support and spur development in their districts.

The Network Joins CCIT-NYC for a Peers Not Police Rally
On March 21st the Network joined the Correct Crisis Intervention Today - New York City (CCIT-NYC) coalition for a Peers Not Police rally urging New York City Council to fully fund the CCIT-NYC crisis response model and not the City’s current B-HEARD pilot program, in which well over 80% of calls are being responded to by police.

The Network Celebrates the Past Year in Supportive Housing
On March 9th, 2023 the Network joined some 120 members of the supportive housing community for our 2023 Annual Meeting to reflect on and celebrate the past year in accomplishments and challenges as well as vote in the 2023 Board of Directors.

The Network Hosts a Briefing on Mayor Adams' City of Yes Housing Opportunity Proposal
On Thursday, March 23rd the Network was joined by the New York City Department of City Planning (DCP) for a briefing on the Mayor’s City of Yes Housing Opportunity Proposal. DCP presented key strategies and recommendations identified in the proposal aiming to further fair housing and simplify restrictive zoning, including those specific to expanding opportunities for affordable and supportive housing.

Joseph's House and Shelter Executive Director Kevin O' Connor Retires
After leading the organization for 10 years and working there for more than 25 years, Kevin O’Connor retired as Executive Director of Joseph’s House and Shelter March 31st, Kevin has been a thought leader in the supportive housing world -- speaking and teaching locally and nationally about housing first and harm reduction, including at many Network conferences, and at Siena College.

Rachel Barth Joins the Network
Rachel Barth (pronouns: she/her) is the new Senior Data Analyst at the Network. Rachel has previously worked at CAMBA and the Institute for Children, Poverty, and Homelessness. She has a BA in Social Relations and Policy from Michigan State University and an MA in Quantitative Methods in the Social Sciences from Columbia University.

The New York State Department of Health today announced that beginning this spring and continuing through spring 2024, more than 9 million New Yorkers enrolled in Medicaid, Child Health Plus and the Essential Plan will need to renew their health insurance. Enrollees in these public health insurance programs have not had to renew their coverage since early 2020 due to the COVID-19 Public Health Emergency (PHE) continuous coverage requirements. However, the December 2022 federal Consolidated Appropriations Act included new rules ending the continuous coverage requirements starting Spring 2023. These new federal rules now require states, including New York State to begin redetermining eligibility for public program enrollees in the Spring of 2023.
March Community Corner
In honor of Women’s History Month, the New York State Office of Mental Health (OMH) created a list of resources to address the mental health needs of women. Despite strides being made to promote gender equality and inclusivity, many women, especially women of color, still continue to face systemic barriers and oppression.
