New York City Mayor Eric Adams announced his plans to institute a hiring freeze across city agencies and require agency heads to cut 15% of their budgets by next spring – an effort to address the ongoing migrant crisis.

The Network Testifies at the New York City Council Committee on General Welfare |
On Wednesday September 27th, the Network’s Director of Policy and Planning Rebecca Zangen testified at the New York City Council Committee on General Welfare hearing on public benefits processing delays at HRA, urging the City to create a system to expedite the process of one shot deal applications. Rebecca also urged the City to exempt DSS and HRA from PEGS in order to ensure supportive housing tenants have resources they need to live stable lives.

Federation of Organization and CSD Housing Open Herkimer Gardens |
On Thursday, September 28th, CSD Housing and Federation of Organizations joined project partners and elected and government officials for the opening of a new affordable/supportive housing residence, Herkimer Gardens. Herkimer Gardens brings 121 new affordable apartments, including 60 new units of supportive housing for seniors, to Bedford–Stuyvesant in Brooklyn. On-site services are provided by Federation of Organizations funded by the Empire State Supportive Housing Initiative (ESSHI) through New York State Department of Health (NYS DOH).

Services for the UnderServed Hosts Virtual Topping Off Ceremony for Starhill Phase I |
On September 28th, Services for the UnderServed (S:US) joined representatives of Bronx Pro Group for a virtual topping off ceremony for their supportive/affordable housing residence, Starhill Phase I. Scheduled to be open in February 2025, the residence will create 326 affordable apartments, including 200 supportive, in the Morris Heights section of the Bronx.

Breaking Ground Breaks Ground on Sutphin Senior Housing |
On Wednesday, September 20th, Breaking Ground joined project partners and elected and government officials to break ground on affordable/supportive housing residence, Sutphin Senior Housing. When complete, Sutphin Senior Housing will create 173 new affordable apartments, including 52 supportive for seniors, in Jamaica, Queens. On-site services will be provided by Breaking Ground funded by NYC 15/15 through New York City Department of Health and Mental Hygiene (NYC DOHMH).

Selfhelp Opens The Allan and Geraldine Rosenberg Residence |
On September 19th, Selfhelp Community Services Inc. and Selfhelp Realty Group joined developers and elected officials for a ribbon-cutting ceremony for new affordable/supportive housing residence, The Allan and Geraldine Rosenberg Residence in Freeport, Nassau County. The residence is creating 45 affordable apartments for adults aged 55 and older, 14 of which are set aside for formerly homeless seniors.

West Side Federation for Senior Supportive Housing Break Ground on Fischer Senior Apartments |
Some 50 staff and partners turned out September 12th to break ground on West Side Federation for Senior and Supportive Housing’s (WSFSSH) Fischer Senior Apartments, a new apartment complex in the Highbridge section of the Bronx that will provide affordable homes to 105 seniors including 54 supportive units. Onsite services will be funded by the NYC Department of Health and Mental Hygiene through the NYC 15/15 Supportive Housing Initiative.

On September 6th, RUPCO hosted a ribbon cutting for their East End II project in Newburgh. The $36 million project includes 24 building sites in a seven-block radius, comprising 61 mixed-income homes. 10 of the homes are funded by the Empire State Supportive Housing Initiative (ESSHI) and are set aside for people living with Substance Use Disorder and youth and adults re-entering the community from incarceration.

Christopher Community and Crouse Community Break Ground on Community View Apartments |
On August 22nd, Christopher Community held a groundbreaking ceremony for Community View Apartments, an affordable/supportive housing project in Morrisville, New York. This 61-unit building has 20 units set aside for ESSHI seniors, with services provided by Crouse Community Health Care. Services will be funded by the NYS Department of Health and will include home aides, day programs, social activities and nutritional counselling.

HCR Releases 9% Multifamily and Project Based Vouchers RFPs |
New York State Homes and Community Renewal has released the 9% Multifamily Request for Proposals, available here. This package of tax credits and subsidy is a key source of capital for supportive housing. This year, HCR returns to an annual RFP process after several years of bi-annual applications. Also new: a LGBTQ+ Affirming Senior Housing Program that may be used with an ESSHI Senior component.

In honor of Hispanic Heritage Month and Suicide Prevention Month, we are excited to share a resource from Comunilife. The Life is Precious program was started in 2008 by Comunilife’s President and CEO Dr. Rosa Gil to help Latina teens at risk of suicide. The stigma of mental health coupled with stress, family conflict and other factors have contributed to a rise in suicidal ideation in Latina teens in NYC.
