Final State Budget Released This Weekend
The Governor and Legislature came to an agreement on a final $220 million state budget late last week and passed it this weekend. For supportive housing, the final budget is largely reflective of the Executive budget that was proposed in January. Below is the Network’s first glimpse of the budget. We will update our members as we learn more details.

Supportive Housing Vacancy and Referrals
On Thursday, March 3rd, the Network and government partners hosted a webinar on supportive housing vacancies and referral processes for re-rentals. This webinar provided clarification of CAPS functions, the role of different agencies in providing referrals -- depending on the population served and the supportive housing contract.

HPD and HDC Increase M & O Rates By 10%
In January of 2022, the Network, in collaboration with ANHD, NYSAFAH and LiveOn, offered joint recommendations to HDC and HPD for inclusion in the 2022 M&O Standards for New Construction. The Network is pleased to share that several of the recommendations have been adopted into the finalized schedule.

President Biden's FY 2023 Budget Released
President Biden released his FY 2023 budget request on Monday, March 28. The request would add $6.2 billion to last year’s HUD budget, putting the total at $71.9 billion. Additionally, the proposed budget also includes $50 billion in other federal investments in affordable housing including:

The Network Joins the Human Services Council for #JustPay Rally
On a sunny afternoon on March 10th the Network joined the Human Service Council (HSC) with 1,600 human services workers from supportive housing and other nonprofit organizations alongside elected officials to urge the City to implement the asks of the #JustPay Campaign in the City budget: fund the COLA, set a living wage-floor of at least $21, and create a wage and benefits schedule for government contract human services workers comparable to all government employees in the same field.

In March, the Network and members testified at New York City Council Preliminary Budget Hearings.

HUD announces Continuum of Care Awards
Last month, HUD announced the Continuum of Care Awards for the FY 2021 competition, totaling $2.6 billion nationally. In New York State, 24 CoCs received $261 million, a 6% increase over the prior year. NYC won $145 million, a 5% increase.

New Destiny & Georgica Green Ventures Open Raven Hall
On March 30th, New Destiny Housing and Georgica Green Ventures joined community and development partners to celebrate the opening of a new affordable/supportive housing residence, Raven Hall. 

The Network Celebrates the Past Year in Supportive Housing
On March 8, 2022 the Network joined nearly 200 members of the supportive housing community for our 2022 Annual Meeting to reflect on and celebrate the past year in accomplishments and challenges as well as vote in the 2022 Board of Directors.

988 - A New Number for the Behavioral Health Crisis Hotline in New York State
988 is the new three-digit number that connects callers with behavioral health crisis counselors. Once it goes live on July 16, 2022, callers who dial 988 will be connected to National Suicide Prevention Lifeline call centers. The New York State Office of Mental Health has created a monthly newsletter that will provide updates, education, and information on 988. Social Security Administration to Resume In-Person Services at Local Social Security Offices
Local Social Security offices restored in-person services, including for people without an appointment, on April 7, 2022. To avoid waiting in line, go to www.socialsecurity.gov, or call to schedule appointments. Read Kilolo Kijakazi's Statement for more information here.
March Community Corner
New York City Mayor Eric Adams announced his plan to expand access to child-birthing healthcare services across the city. The expansion of the Midwifery Initiative, Maternity Hospital Quality Improvement Network, and Citywide Doula Initiative will provide free access to doulas for all birthing families across 33 neighborhoods and 38 facilities citywide.

Join us Thursday June 2nd for the 20th Annual New York State Supportive Housing Conference, the largest supportive housing conference in the nation. After a two year hiatus, the conference will again be held at the New York Marriott Marquis, in the heart of New York City.
