Supportive Housing Exempt from 20% Budget Withholds; ESSHI & HHAP RFPs Released; ESSHI Extensions
The NYS Division of Budget approved restoring the 20% withholds impacting all scattered-site contracts that had been issued for the months of July-September. The restoration will go to all OMH, OASAS, and DOH Medicaid Redesign Team scattered site contracts that had received the twenty percent reduction. This restoration does not include any funding withholds that might have been made to congregate supportive housing programs funded through local counties.

In addition, both OMH and DOH have said that all supportive housing, both scattered site and congregate, will be exempt from an additional 20% withhold for October – December.

A Conversation with Brittany Packnett
The Network was honored to host a conversation with Brittany Packnett Cunningham. Brittany is an award-winning activist, organizer and educator, and was appointed to the Task Force on 21st Century Policing by President Barack Obama. Brittany delivered the keynote address for our Network Friday Forum series followed by a discussion with our Senior Policy Analyst, Tierra Labrada.

CAPS Redesign Presentation
The Network partnered with the NYC Human Resources Administration (HRA) to present updates on the Coordinated Assessment and Placement System (CAPS). Assistant Deputy Commissioner Craig Retchless and Director of Coordinated Entry Robin Pagliuco outlined the changes to the system and updates that will streamline the referral and placement process for supportive housing providers. In lieu of our annual statewide supportive housing conference, we are hosting a series of virtual panels called Network Friday Forums. The series will run every Friday at 1:00 PM through November 6th and convene experts on topics ranging from crisis response to supporting staff during COVID-19, all with an emphasis on how our supportive housing community can move through and beyond the COVID-19 pandemic and emerge stronger and more equitable.

We are excited to announce that Tierra Labrada has been promoted to Senior Policy Analyst. In her nearly two years with us, she has become an indispensable member of our team: contributing her perspective and expertise, helping shape our budget and policy strategy, facilitating provider meetings and serving as a resource, representing us on the CoC and with government partners, and so much more.
