Adopted Appropriation Ordinance for 2026-2027. (When council passes a budget in must then appropriate the money. Appropriation ordinance is always way more then will be spent. This is done in the event of an unexpected cost we can then go over a line item in the budget).The City Council authorized advertising for bids for the Commercial Street Repaving and Curb Patching Project.
Authorized advertising for bids for the Commercial Street Repaving and Curb Patching Project. Through careful budget planning, Commissioner Kaminski identified funding within the 2026–2027 budget to complete this project without using Motor Fuel Tax (MFT) funds, allowing those funds to remain available for other street improvement needs. A special thank you to Commissioner Kaminski for the time and effort dedicated to developing a budget that prioritizes infrastructure improvements for our community. We also extend our appreciation to City Engineers Tom Duttlinger and Mike Etscheid for their work in preparing the project specifications and moving the process forward.
In addition, the City is actively pursuing a Township and Road Program (TARP) Grant to Ayes: Kaminski, Buckingham, Small, and Scheib.
Placed on file a proposal for preparation of Rutland Street TARP (Truck Access Route Program) grant in the amount of $6,500.00. Ayes: Kaminski, Small, Buckingham, Scheib.

Appointed Anna Alysa “ABS" Abernathy to the Marseilles Middle East Tribue Board. Ayes: Kaminski, Small, Buckingham, Scheib.
Adopted a resolution authoring an investigation and if appropriate authorize legal actions if gas prices are higher in Marseilles than surrounding communities. The Mayor has already been in discussion with Caseys Corporate. Ayes: Kaminski, Small, Buckingham. Nays: Scheib. Scheib questioned as to how much has been spent on litigations this year.
Each commissioner receives the itemized bills from the attorneys each month so that there is no question on what is being spent. This information is also available on the City's website in an effort to be transparent.
Approved a Special Events Permit for Dr. Sutton Memorial Bridge Walk & Taste of Marseilles. Ayes: Kaminski, Small. Buckingham Scheib.
Commissioner Small – Announced the Police Department’s annual National Night Out is August 4th 5-7 PM at the Marseilles Pool.
Announced that two individuals and a sitting commissioner submitted a complaint to the Illinois Law Enforcement Training and Standards Board, requesting an investigation into Chief Todd Gordon and Deputy Chief Jim Buckingham regarding their handling of certain incidents. After a thorough investigation the Training Board concluded the evidence presented did not satisfy the clear and convincing evidentiary standard necessary to proceed with a formal complaint.
Commissioner Buckingham – Approval of a contract with PPI in the amount of $552,322.00 for lining of the Illinois Street sanitary sewers, manholes and laterals. The City was awarded 1 million dollars for this project. City will have to pay approximately 14k. City was also advised that the remaining funds can’t be spent on any adjoining sanitary sewers. Ayes: Kaminski, Small, Buckingham, Scheib.

Adopted an ordinance amending Marseilles Municipal code regarding opening and reading of bids during the day instead of at council meetings. Ayes: Kaminski, Buckingham, Hollenbeck. Nays: Scheib.
Mayor Hollenbeck – (Absent)
Met with Bob Vickery, owner of the Walbridge Subdivision, to discuss the development's progress. Mr. Vickery shared that the subdivision originally consisted of 32 lots and currently has 13 lots remaining. He also reported that three lots have been sold this year, with a fourth sale potentially pending.
Mayor Hollenbeck would also like to recognize that, despite accusations, we have a strong team that works well together and remains focused on serving our community. I appreciate the dedication, professionalism, and teamwork shown every day as we continue working toward what's best for the City.
