Council Meeting Recap: 05/20/26
Present: Kaminski, Small, Scheib, Buckingham, Hollenbeck.
Public Comment: Denise Parani asked whether overtime costs for first responders working the Freedom Run could be paid using Memorial Wall Funds. Approval from the Middle East Tribute Committee would be required.
Kim Kozak asked about the disposition of the furniture after the City took possession of the building. Commissioner Buckingham authorized the disposal of the chairs from the former council chamber, and a few items were donated to the Lions Club. He also noted that a substantial amount of furniture he believed had been in the building during his time there was disposed of by the new owner of IV Cellular. The purchase agreement specified that the previous owners could remove or dispose of any items they wished, and anything remaining at the time the city took ownership became the property of the City.
Daryl Tedford congratulated Mike, Scheib, Scott Ford & Melissa Tooley on winning their lawsuit.
Jeff Welter inquired about the timeline for installation of the bathroom at Broadway Park. Staff noted that the unit has been ordered, but the City has not yet received a confirmed delivery date.
Carla McPhee and Dan Jackson held a detailed discussion regarding the upcoming Freedom Run, including the itinerary and the level of assistance requested from the City. The conversation also included consideration of the Middle East Tribute Wall Board and whether it remains necessary now that the City owns all related assets.

Commissioner Small – Announced that the swimming pool will open on Saturday, and the splash pad is currently open. Residents are asked to use caution when driving near the parks and pool area due to increased activity and traffic.
Commissioner Scheib – Reported that he won in his lawsuit with Ford & Tooley.
He also approved Pay Estimate No. 2 to Universal Asphalt for the Lincoln Street project in the amount of $85,099.07. Ayes: Kaminski, Small, Buckingham, Scheib, Hollenbeck. Approved Etscheid, Duttlinger & Associates Inc. engineering agreement for the Safe Routes to School program. Ayes: Kaminski, Small, Buckingham, Scheib & Hollenbeck.
Requested the rain barrel program be stricken from the agenda.
Commissioner Buckingham – Accepted the bid in the amount of $216,000.00 from the Marseilles Fire Protection District for 209 Lincoln Street, the former City Hall. Ayes: Kaminski, Small, Buckingham, Hollenbeck Nays: Scheib. Commissioner Schieb qualified his no vote, that when elected Mayor he wanted to move City hall back. Also stated he doesn’t like the fire department having a board that citizens don’t elect.
Accepted the bid for $130,000.00 from the Marseilles Fire Protection District for 142 Lincoln Street, the former police department. Ayes: Kaminski, Small, Buckingham, Hollenbeck. Nays: Scheib stated he believed the City should be accepting the 125k bid from the Marseilles Nursing Service. He felt The Nursing Service could make better use of it. Approved flow monitoring agreement proposal with Baxter Woodman in the amount of $14,6140.00 for the north wastewater treatment facility. Ayes: Kaminski, Small, Scheib, Buckingham, Hollenbeck.
Approved the bid from Renaissance in the amount of $229,873.00 for replacement all of the windows at the Marseilles Public Library. The current windows are the original, and the library is approximately 120 years old. Ayes: Kaminski, Small, Buckingham, Scheib, Hollenbeck.
Discussion regarding why requested agenda items were not on the agenda. Corporation Counsel Christina Cantlin explained the City ordinances and the required timelines.
He expressed displeasure regarding the continued use of the “James H. Trager Memorial” designation from the former City Hall to the new complex. He noted that there had been multiple discussions on the matter, and that all commissioners were provided with artwork featuring various design options for the sign, along with an opportunity to submit comments or requested changes prior to finalizing the order.
Mayor Hollenbeck – Appointed Kevin Denekas to the Middle East Conflicts Wall Memorial Board. Ayes: Kaminski, Small, Scheib, Buckingham, Hollenbeck.
Announced This month the City was awarded a 40K Safe Routes to School Grant to audit and develop a community travel plan for children in our community. Davis Concrete will be doing a substantial amount of sidewalk replacement on Lincoln, Broadway & Illinois Street this summer relating to the 250K grant previously received. This is the 3rd grant the City has received this year for the betterment of our community.
Announced the Marseilles American Legion and Legion Auxiliary will be out and about Thursday the 21st, Friday the 22nd, and Saturday the 23rd. They appreciate everyone’s support and donations, all funds collected will be used for the benefit of our veterans.
