Here's some additional updates as your unit prepares to submit its charter renewal for 2022. We've also included the preparation steps included in our last email sent on October 25. Please don't hesitate to reach out to your unit commissioner, district commissioner, or a member of your field service team if you need assistance. Thank you!
Rechartering Preparation Steps:
  • We were recently informed by National BSA that all fees charged through internet rechartering must be divisible by 12, including any fees assessed by the council. The only fee that the Cradle of Liberty Council has collected at recharter time is $2.00 per person to help cover the secondary accident and sickness insurance policy we provide. In order to comply with the system requirements, this fee is now $2.04 per person, effective immediately. We apologize for any inconvenience.
  • Units now have the ability to enter their Journey to Excellence (JTE) data electronically. Visit colbsa.org/recharter or click here to go directly to the Google form (you'll need a Google account to use this feature). Find out more about JTE here.
  • Links to the following useful documents have been added to the council's rechartering landing page (colbsa.org/recharter):
  • BSA Annual Charter Agreement
  • Information For Chartered Organizations (Trifold)
  • Unit Fiscal Policies
Rechartering Preparation Steps:
  1. Ensure your unit has a volunteer to guide the process. If this person is not currently registered as a member of your unit's key-3, they can be assigned as a key-3 delegate. See how here
  2. Conduct a roster check. Verify which youth and adults are currently registered through the Roster feature in My.Scouting. Applications for active youth and adults not currently on that roster should be submitted to the council ASAP or the volunteer in your unit handling rechartering will have to enter all of their information manually. Contact inactive members on your roster to see if they plan on renewing for 2022. This is also the time many units start collecting the national registration fees to pay for the charter renewal (as well as any unit dues your unit may charge).
  3. Check Youth Protection Training for each adult leader to verify it is valid through at least April 1, 2022. This can be accomplished through Training Manager in My.Scouting. Additionally, the council is in the process of sending unit key-3s a list of their leaders with Youth Protection Training and PA Clearances status.
  4. Ensure that all adults have up-to-date PA Clearances. More information about clearances and a submission portal is available at colbsa.org/palaw. You may also upload clearances using the new Internet Rechartering system.
  5. Verify position-specific training for all leaders. This can be accomplished through Training Manager in My.Scouting.
Internet Rechartering 2.0 Resources:

The new system is located at advancements.scouting.org and is accessible to registered unit key-3 leaders (the chartered organization representative, committee chair, or unit leader) or volunteers assigned as key-3 delegates. Unique access codes for each unit are no longer needed.
