Dr. Boehm Sworn-in at October Committee of the Whole Meeting | |

At the October 19 Committee of the Whole Meeting, Gregory X. Boehm, M.D. was sworn in for his reappointment by the County Executive to the ADAMHS Board of Directors. Dr. Boehm was first appointed in September 2018 by the County to fill a vacant seat. His new term lasts until June 30, 2026. Join us in congratulating and thanking Dr. Boehm for his continued service to the residents of Cuyahoga County!

CY23 Budget Recommendations Presented to the Board of Directors | |
Scott S. Osiecki, CEO, and staff presented the CY23 funding recommendations to the Board of Directors during the October 19 Committee of the Whole Meeting. The budget was reviewed at the October 26 General Meeting and will be reviewed again at the November 9 Committee of the Whole Meeting. The Board of Directors will then vote on the budget at the November 16 General Meeting. Upon the budget’s passing, a resolution is approved by the Board of Directors to accept and enact the budget’s recommendations. | |

Special Board Meeting Held
The ADAMHS Board held a Special Meeting of the Board of Directors on October 12 at which Scott S. Osiecki, CEO, and staff recommended that the Board of Directors approve funding for the standalone Psychiatric Emergency Department (PED) at St. Vincent Charity Medical Center for CY23 in the amount of $4,447,412. The Board approved the recommendation and authorized any necessary contractual agreements with St. Vincent Charity Medical Center.
ADAMHS Board Presented to Cleveland City Council About St. Vincent PED
Councilman Charles Slife attended the ADAMHS Board Special Board Meeting related to funding for St. Vincent’s PED. During public comment, Councilperson Slife invited the Board of Directors and staff to present at Cleveland City Council Health, Human Services, and Arts Committee meeting on October 20 about the funding decision.
J. Robert Fowler, Ph.D., Board Chair, Scott S. Osiecki, CEO, Maggie Tolbert, RN, C, Assistant Chief Clinical Officer and Beth Zietlow-DeJesus, Director of External Affairs, attended the meeting. Dr. Fowler, Scott and Maggie were called to the table to provided updates related to funding the PED, crisis services available in Cuyahoga County and information related to the opioid epidemic and detox services in the public system. St. Vincent also had a team of individuals at the table who provided general updates on the changes at the hospital. Committee Chairperson Kevin Conwell applauded the ADAMHS Board for their commitment to the community and to funding the PED at St. Vincent.
ADAMHS Staff Attended Townhall Meeting
On October 6, Councilman Richard Starr hosted a townhall meeting at the Tri-C Jerry Sue Thornton Center to discuss St. Vincent's service changes with the community. Scott S. Osiecki, CEO, and Maggie Tolbert, RN, C, Assistant Chief Clinical Officer, attended the meeting.

ADAMHS Board Participated in MHAC Public Official Breakfast
On October 7, ADAMHS staff and members of the ADAMHS Board of Directors attended the Mental Health and Addiction Advocacy Coalition's 18th Annual Public Officials Breakfast Reception at Nuevo restaurant. It was a great opportunity to network with local legislators and advocate for mental health and addiction services. Please see below for photos from the event.

Rev. Max Rodas on La Mega Radio
On October 12, Rev. Max Rodas, a member of the ADAMHS Board of Directors, was interviewed by La Mega radio as part of the second phase of the ADAMHS Board’s four phase substance use public awareness campaign. With the second phase focused on connection to treatment, Mr. Rodas shared information in Spanish about how someone can reach out for help if they are struggling with substance use.
Clare Rosser Joined Director Lori Criss for a Presentation About the Behavioral Health Workforce
On October 6, Clare Rosser, Chief of Strategic Initiatives, joined Lori Criss, Director of OhioMHAS, to present Increasing and Supporting Ohio’s Behavioral Healthcare Workforce for the Disrupting Poverty in Ohio Network. Hosted by the Educational Service Center (ESC) of Northeast Ohio, the program highlighted innovative workforce and career-exploration education initiatives to reach students in elementary, middle and high schools. Highlights included the ADAMHS Board’s workforce video series and the Board’s participation in the Greater Cleveland Career Consortium.

On October 15, ADAMHS Board staff and members of the Board of Directors attended Front Step’s Home for All Ball. Pictured left-right are Scott S. Members of the ADAMHS Board of Directors and staff attended the ribbon cutting ceremony and took a tour of MetroHealth's new Behavioral Health Hospital in Cleveland Heights on October 4. In attendance were Katie Kern-Pilch, Board Second Vice Chair, Scott S. Osiecki, CEO, Maggie Tolbert, RN, C, Assistant Chief Clinical Officer, and Leslie M. Koblentz, MD, Chief Clinical Officer Consultant.
The ADAMHS Board also sponsored and attended several other events this month including the Edna House Recovery Race on October 1, the Cuyahoga County Teen Mental Health Summit on October 10, the October 15 online Wave of Light event hosted by the Pregnancy and Infant Loss (PAIL) Society and First Year Cleveland, and the 7th Annual EDWINS Run for Re-Entry on October 23.
Board Staff Participated in 340 Listening Session
On October 13, Clare Rosser, Chief of Strategic Initiatives, joined representatives of Northeast Ohio ADAMHS boards, providers, county officials, community leaders, individuals with lived experience and their families for a roundtable discussion convened OhioMHAS. Through a series of listening sessions across the state, OhioMHAS is gathering feedback on the delivery of behavioral health services in Ohio’s communities, and on the progress of the 340 Workgroup examining and making recommendations regarding Ohio Revised Code Chapter 340.

2022 Roads to Recovery Conference: A Day of Learning and Networking
Over 270 individuals attended Roads to Recovery 2022: The Culture of Recovery on October 17 at the Wyndham Cleveland Airport Hotel. The conference attracted participants ranging from individuals receiving services and family member to social worker, counselor and other professionals. Everyone came together for a day of learning and networking, which included keynote presentations from Dr. Josephine Ridley and Waverly Willis as well as 26 different workshops.
This year’s conference theme, The Culture of Recovery, was chosen to reflect the ADAMHS Board’s efforts to support a recovery-oriented system of care that provides services that are diverse, inclusive and reflect the uniqueness of individuals living with mental illness, substance use disorders and other addictions.
Thank you to everyone who made this conference possible, including co-sponsors and marketplace table sponsors. We are already looking forward to the next Roads to Recovery Conference in fall of 2024!

Hoarding Connection Conference
Hoarding Connection of Cuyahoga County is hosting its annual conference on November 3-4 on Zoom. This year’s conference will focus on the nature and treatment of hoarding disorder with speaker David F. Tolin, Ph.D., ABPP. Participants can earn three CEUs each day and the cost is only $5 per day. Week of Appreciation Celebration Held to Recognize Frontline Behavioral Health Workers
The ADAMHS Board participated in the statewide “Bringing Help, Bringing Hope” week of appreciation, September 18 - 24, to thank individuals working in mental health and addiction services for their hard work and dedication to helping individuals get the services they need on the path to recovery.
We asked each behavioral health agency to nominate up to five frontline staff members to receive a special Week of Appreciation gift. Nominees were invited to attend a drop-in celebration on October 23 where they received an appreciation gift that included a candle from Happy Thoughts Candle Company and a thank you card with self-care tips and positive affirmations.
The celebration also included light refreshments, a gallery of quotes about why the individuals were nominated and a photo booth. Check out a few of the photos below!

Addiction Recovery Advocacy Meeting In-Person at Tri-C on November 7
Please join us for the Addiction Recovery Advocacy Meeting, which will be held in-person on Monday, November 7 from 5:30 p.m. to 7:00 p.m. at the Tri-C Jerry Sue Thornton Center (2500 East 22nd Street). Light refreshments will be provided.
At the November meeting, the group will review and revise the action items of the Treatment & Recovery Supports portion of the Aligning Efforts to Support a Recovery Community report.

Throughout the year, the workgroup has focused each meeting on a section of the report to review progress and make updates.
This meeting brings together family members who have lost a loved one to addiction, individuals with a loved one struggling with addiction, recovery advocates, professionals, and family support groups to unite powerful voices and create change through action.

Diversity, Equity and Inclusion (DEI) Spotlight: ADAMHS Board Supports Event for National Pregnancy and Infant Loss Remembrance Day |

October 15 was National Pregnancy and Infant Loss Remembrance Day, a time to remember the lives lost to miscarriage, stillbirth, sudden infant death syndrome, and the death of a newborn. Locally, the Pregnancy and Infant Loss (PAIL) Society and First Year Cleveland hosted an online Wave of Light event for families to come together to light candles in remembrance.
The ADAMHS Board was a sponsor of this event and has provided support for many years. Any loss, including infant loss, impacts the mental health and wellbeing of families impacted. We know that infant loss disproportionately impacts African American families. Supporting the Wave of Light event is one way the ADAMHS Board can help support families in their grieving and healing journey.

With election day quickly approaching on November 8, now is the time to plan how you will cast your vote this year, and one option is voting early. Drug Take Back Day is October 29
The next DEA Prescription Drug Take Back Day is Saturday, October 29. Everyone is encouraged to clean out their medicine cabinets and dispose of unneeded medications safely and conveniently at a local drop box. You can find one close to you here.
Can’t make it to a drop box location? During October, SAFE Project and Athletico Physical Therapy are partnering on a Gone for Good at-home medication disposal campaign to distribute Deterra drug deactivation and disposal pouches free of charge to U.S. households. Individuals can request a free pouch and it will be mailed directly to their home. To order one, click the button on the home screen at deterrasystem.com.
Panel Discussion About Youth Crisis Care Response
On November 2, Erin DiVincenzo, ADAMHS Board Director of Prevention and Children’s Behavioral Health Programs, will be on a panel discussing building a youth crisis care response. This community conversation, which is free and open to the public, is being hosted by Case Western Reserve University's (CWRU) Schubert Center for Child Studies. The event is from 4:30 to 6:00 p.m. at CWRU. Click here for the details and to RSVP.
Community SUD Treatment Panel Discussion
On November 5, Scott S. Osiecki, CEO, is moderating a panel discussion about substance use disorder treatment in the community, including recovery court, peer support, sober living, and community mental health treatment. It is part of a full day virtual training hosted by the Cleveland Clinic. Click here to register.
Conversations About Black Suicide
The ADAMHS Board is partnering with the Ohio Suicide Prevention Foundation and the Male Behavioral Health and Center for Men and Boys to host Restoring Hope and Reclaiming Lives: Confronting Black Suicide. These conversations will dive into strategies to reduce the stigma of mental health and the systematic forms of racism, which devalue and demean Black life and create the catalytic elements for Black suicide to occur.
A conversation for professionals will take place on November 10 from noon to 2:00 p.m. at the Cleveland Metropolitan Conference Center. Click here to register.

Welcome, DeAndre!
DeAndre Durr joined the ADAMHS Board staff on October 11 as the new Database Specialist. He joins us with fourteen years of experience in the mental health field. He is excited to be working in the public sector and looks forward to his role helping advancing the ADAMHS Board’s mission.
In his free time, DeAndre enjoys running and traveling.

Local Talk. They Hear You. Campaign Featured by SAMHSA in Partner Spotlight
The ADAMHS Board was featured in the partner spotlight of the most recent Substance Abuse and Mental Health Services Administration (SAMHSA) Talk. They Hear You. email newsletter. The article highlighted the Board's use of SAMHSA’s Talk. They Hear You. prevention messaging on billboards, as well as bus, radio, television, streaming, and social media ads as part of the four-phase substance use awareness campaign this past spring and summer. The messaging launched during National Prevention Week and ran through July, garnering nearly 15 million impressions across all platforms. Also noted was the creation of a Partner Toolkit for local partners to support the promotion of the campaign.

Courage to Caregivers is hosting their 3rd Annual Caring for the Caregivers Virtual Summit November 16 and 17 and is free for licensed professional caregivers and anyone providing care to a loved one with mental illness.
