We’re pleased to announce the October 5, 2022 resubmittal of the Draft Housing Element to the State of California, Department of Housing and Community Development (HCD) for review. HCD will respond with written comments within 60 days (approximately December 5, 2022).
This October 2022 Draft addresses HCD’s comments as well as incorporates public comments received in September 2022 during the 15-day public review period. The City considered all the public comments received and revised the draft Housing Element as follows:
- Reduced the Affordable Housing Ordinance (AHO) update timeframe (Program H2-4) to include an initial update in 2023 to support development of affordable housing, especially Low Income Housing Tax Credit (LIHTC) financed projects, and a second more comprehensive update scheduled by December 2026 to align with the San Mateo Countywide nexus study.
- Included additional market feasibility analysis to support Missing Middle Housing projections.
- Added Policy H5.7 to encourage private developers to hire local labor and support apprenticeship programs
