We’re pleased to announce the September 9, 2022 release of a Draft Housing Element for review by September 26, 2022
What’s new in the Housing Element?
In response to discussions and comments provided in the July 8, 2022 letter from California Department of Housing and Community Development (HCD) additional analysis, information, and program actions have been added to the Housing Element. A matrix of HCD comments and the City’s responses/revisions to the Housing Element is included to facilitate review. In addition to the revisions that respond to HCD comments, the City made a few additional edits to address typographical errors, changes in circumstances in the sites inventory, and to address public comments.
Staff has taken into consideration all comments provided by organizations as well as individual members of the public. Many of the suggestions the City already had already included in the Draft Housing Element or is pursuing through other initiatives such as the Anti-Displacement Strategy. However, we did incorporate the following comments into the second draft Housing Element:
- Making sure that we engage with nonprofit developers when updating our Affordable Housing Ordinance
- Revising the Zoning Ordinance to streamline 100% affordable housing
- Including additional housing needs and fair housing analysis
- Strengthening goals, programs and policies including implementation timelines
- Adding more specificity to the City’s affirmatively furthering fair housing goals and programs
- Initiating our parking reduction analysis by 2023 and including an analysis of new parking technologies
How can the Community provide more input?
The City will be holding virtual and in-person listening sessions at City Hall on the following days:
- Tuesday, September 13 from 1-5 p.m.
- Thursday, September 15 from 1-5 p.m.
- Tuesday, September 20 from 10 a.m. - 1 p.m.
- Thursday, September 22 from 1-5 p.m.
