August Feature for Curriculum & Instruction Leaders

Legislative Updates

The 89th Legislative Session brought significant action impacting public education, with a strong focus on school funding, student behavior and safety, and curriculum and instruction quality.

  • To review the full scope of changes, please access the 89th Legislative Implementation Timeline. This same resource also includes the most recent TEA “To The Administrator” (TAA) guidance that are being impacted by these legislative updates.

For August, we are highlighting two timely legislative updates for Curriculum & Instruction Leaders as we begin the new school year:

Senate Bill 12

SB 12 aims to strengthen parental engagement and improve transparency in public education.

Key Update

  • Sec. 26.0062 – Required Disclosure Regarding Instructional Plan
  • Each school district must adopt a policy requiring that, at the start of each semester, an instructional plan or course syllabus for every class be posted on the district’s website.

Action

  • Review and update your LEA policy to ensure SB 12 compliance.
  • Determine how instructional plans will be shared with parents.

Recommendation

  • If your LEA is a member of the Region 10 Texas Curriculum Management Program Cooperative (TCMPC), you can use Year at a Glance (YAG) documents as your instructional plan. This meets SB 12 requirements and minimizes additional workload.

House Bill 2

HB 2 is a comprehensive law focused on improving teacher recruitment and retention, enhancing school safety, and providing new resources across the public education system. Implementation begins in the 2025–2026 school year.

Key Update (August 7)

  • Changes related to PK–2 instruments and dyslexia screening
  • New requirements for 7th grade reading diagnostic administration

Action

Recommendation

  • Confirm appropriate PK–2 assessment instruments are selected.
  • Document administration and reporting timelines to ensure compliance.
