Emergent bilingual leaders join us to receive information from TEA regarding Emergent Bilingual support and ESC 19 Technical Assistance. This session will provide a collaborative space to engage in meaningful dialogue, share best practices, and focus on supporting Emergent Bilinguals and related topics.

Federal Programs, CNA/ CIP, Comprehensive Needs Assessment & Schoolwide Program Plan


Building Strong Foundations: Conducting a Comprehensive Needs Assessment & Schoolwide Program Plan Aligned with ESSA and TEA Requirements

This session is designed for schools personnel who play a critical role in developing, implementing, and sustaining effective Schoolwide programs. Attendees will gain a deep understanding of the requirements outlined under the Every Student Succeeds Act (ESSA) and the Texas Education Agency (TEA), specifically related to the Comprehensive Needs Assessment (CNA) and Schoolwide Program Plan (SWP).  

This session will also guide teams through the essential components of a high-quality CNA process that uses multiple data sources to identify priority needs, root causes, and equity gaps. Attendees will explore how the CNA directly informs the SWP, ensuring alignment with campus goals, evidence-based strategies, Title I funding requirements and meaningful stakeholder engagement, including parents and families.

Title III, Part A ELA & Immigrant

Community Engagement


Community event focused on sharing information or teaching skills from a community partner to benefit parents and families or emergent bilingual students. Join TEA virtually via Zoom by hosting watch parties for your parents, families, and community while they provide the experts and interpreters so that attendees can learn and listen in their home languages (eight languages other than English will be provided based on the registration requests).

Private Non- Profit Initial Consultation

Training for LEA's & PNP's



This session is designed to provide Local Education Agencies (LEA's) and Private Non-Profit (PNP) schools with a comprehensive understanding of the initial consultation process for Federal Programs. This session will cover the legal requirements, common questions, and practical steps necessary to ensure effective and compliant consultations, ultimately benefiting eligible private school students and teachers.

Upon completion of this session, attendees will be able to:

  • Understand the federal consultation requirements for equitable services to private school students and teachers.
  • Identify the key stakeholders and their roles in the consultation process.
  • Navigate common challenges and frequently asked questions related to initial consultations
  • Accurately complete and submit the Affirmation of Consultation form.
  • Ensure timely and meaningful consultation throughout the year.

TCOLE #4064 In-Person Training Opportunity – El Paso



ESC Region 19, in partnership with the Texas School Safety Center (TxSSC), will host the TCOLE #4064 Training in person at ESC Region 19, Building A (PDN 2 and PDN 3) on February 5-6, 2026. This two-day, 20-hour training is offered at no cost and is designed to support school-based law enforcement (SBLE) officers and school districts in meeting legislative mandates requiring districts that employ peace or school resource officers to ensure completion of required education and training.


The TCOLE #4064 training includes updated materials reflecting current guidance and best practices. Key topics include child and adolescent development; mental health crisis intervention; de-escalation and use-of-force limitations; supporting students with disabilities or special needs; and positive behavioral interventions, conflict resolution, and restorative justice practices.

Legislative and Procedural Updates: 89th Session (2025) and New 2025 

Requirements


The Texas School Safety Center has issued updated Model Policies and Procedures to Establish and Train on School Behavioral Threat Assessment incorporating statutory changes from the 89th Texas Legislative Session (2025) and new 2025 implementation requirements. Key updates include:

• Expanded statutory mandates for Safe and Supportive School Program Teams at each campus.

• Clarified and strengthened duties of campus behavior coordinators.

• Required multidisciplinary team composition, including specific expertise for 

special education cases.

• Immediate superintendent notification when a serious risk of violence is 

identified.

• Explicit alignment with district suicide prevention and substance-use intervention policies.

• Mandatory reporting and documentation of all threat assessments in TEA’s 

Sentinel system.

• Requirement, effective August 1, 2025, to upload legacy threat assessment 

cases into Sentinel to support student transfers.
