Title III, Part A ELA & Immigrant - Emergent Bilingual Support TETN-Bilingual Education Network (BEN)


Join us for a regional meeting focused on dually identified Special Education and Emergent Bilingual (SPED/EB) students. Amy Johnson, Students with Diverse Learning Needs Specialist at TEA, will virtually join Region 19 to share key information and support districts in aligning practices to current TEA guidance.

Title IV

Thursday - Friday February 5- 6, 2026

TCOLE #4064 In-Person Training Opportunity – El Paso



ESC Region 19, in partnership with the Texas School Safety Center (TxSSC), will host the TCOLE #4064 Training in person at ESC Region 19, Building A (PDN 2 and PDN 3) on February 5-6, 2026. This two-day, 20-hour training is offered at no cost and is designed to support school-based law enforcement (SBLE) officers and school districts in meeting legislative mandates requiring districts that employ peace or school resource officers to ensure completion of required education and training.


The TCOLE #4064 training includes updated materials reflecting current guidance and best practices. Key topics include child and adolescent development; mental health crisis intervention; de-escalation and use-of-force limitations; supporting students with disabilities or special needs; and positive behavioral interventions, conflict resolution, and restorative justice practices.

Legislative and Procedural Updates: 89th Session (2025) and New 2025 

Requirements


The Texas School Safety Center has issued updated Model Policies and Procedures to Establish and Train on School Behavioral Threat Assessment incorporating statutory changes from the 89th Texas Legislative Session (2025) and new 2025 implementation requirements. Key updates include:

• Expanded statutory mandates for Safe and Supportive School Program Teams at each campus.

• Clarified and strengthened duties of campus behavior coordinators.

• Required multidisciplinary team composition, including specific expertise for 

special education cases.

• Immediate superintendent notification when a serious risk of violence is 

identified.

• Explicit alignment with district suicide prevention and substance-use intervention policies.

• Mandatory reporting and documentation of all threat assessments in TEA’s 

Sentinel system.

• Requirement, effective August 1, 2025, to upload legacy threat assessment 

cases into Sentinel to support student transfers.

TELPAS & TELPAS Alternate Refresher


We will review the most current information shared by TEA on the materials, processes, responsibilities, and requirements for properly conducting TELPAS and TELPAS Alternate administration. This in-person refresher session provides a collaborative space to engage in meaningful dialogue and share best practices that support effective TELPAS implementation. Strengthen your understanding and ensure a successful assessment administration. This session is intended for District Testing Coordinators and District Emergent Bilingual pertinent personnel only.
