Transportation Policy Council Meeting: June 24

At its meeting on June 24, the Transportation Policy Council approved amendments to the 2023-2026 Transportation Improvement Program (TIP) and the 2045 Regional Transportation Plan (RTP). It also approved a new air quality conformity analysis for the region.
Later, TPC members received an update on new goals for participation of Disadvantaged Business Enterprises over the next three fiscal years. Disadvantaged Business Enterprises (or DBEs) are for-profit small businesses at least 51% owned, managed, or controlled by minorities, women, or other historically disadvantaged groups. Transportation agencies that receive federal funds are required to set goals to ensure DBEs have a reasonable opportunity to participate in federally assisted program contracts.
H-GAC has set a goal of 25% DBE participation in its transportation procurement and contract opportunities from fiscal year 2023 to 2025. In June, the agency hosted a workshop and a virtual public meeting about the DBE goals, and it accepted public comments June 13-July 13. The goal was approved by the H-GAC Board of Directors at its July meeting and is set to be approved by the TPC at its July 29 meeting.
Policy council members next heard H-GAC staff's latest efforts on developing a selection process for the next Call for Projects. H-GAC held workshops in June and gathered statements of interest in July from local governments in the region, and they developed an initial list of improvement projects that could be evaluated for programming in H-GAC's long-range transportation planning programs.
This initial list, though not official, will help staff understand the transportation projects communities in the region are prioritizing. As it finalizes its project selection process, H-GAC also hopes to use this initial list as a starting point to link projects with funding opportunities for new programs by the Bipartisan Infrastructure Law.

H-GAC to Present Montgomery County Precinct 2 Mobility Study Results, Recommendations at Public Meeting on Aug. 4

Montgomery County Precinct 2 Commissioner Charlie Riley, H-GAC, and the Texas Department of Transportation have been working together on a study to analyze mobility issues and recommend safety and mobility improvements for people, goods, and services in the area.
Residents, employees, and other area stakeholders are invited to hear the study results and recommendations at a public meeting happening at 6 p.m., Thursday, Aug. 4 at Magnolia Event Center (11659 FM 1488, Magnolia, TX 77354).
The public comment period for the study is currently open and will close at 5 p.m., Friday, Aug. 19.

Fox 26 consumer reporter Heather Sullivan got to see Tow and Go service drivers in action as part of her news story. Due in part to inflation and record-setting heat, the region has seen an uptick in drivers suffering mechanical issues, flat tires, and running out of gas on the roads.
David Fink, safety and regional incident management program manager at H-GAC, and Harris County Sheriff's Department Lt. Cedrick Collier shared tips with Sullivan for drivers to help prevent a vehicle breakdown and costly repairs. Check out the story here or click on the video above .

H-GAC to Host Its First-Ever City Managers Summit on Friday, Aug. 12

H-GAC invites city managers from across the region to our first-ever City Managers Summit (on behalf of Texas City Management Association Region 6) to be hosted on Friday, Aug. 12 from 11 a.m. – 1 p.m. in the second-floor conference rooms at the H-GAC office at 3555 Timmons Lane.
H-GAC staff will introduce programs relevant to the needs of cities in our region and discuss services that are offered, informational resources, and funding opportunities. Bring your appetites and your questions, as we welcome a lively discussion from the operational perspective of city governments.

The results reveal how local businesses worked before the COVID-19 pandemic, how they are operating now, and what they envision the workplace to look like moving forward. The survey also gathered information regarding changes to commuting subsidies and allowances for employees.
