President's Message
State Finances Are Healthy - Time to Help Local Governments
 
Last month, the State Legislature passed its 2017/18 budget, and the Governor signed it virtually as is. After years of budget turmoil, late budgets, and general animosity between the Governor and the Legislature, one thing that cannot be argued is that Governor Brown has brought a sense of calmness and congeniality when it comes to the budget process.

The spending document that was agreed to is a record for California, calling for $183.2 billion in spending. Healthy increases in spending will come in public schools and health & human services, and $1.8 billion will be added to the voter mandated "Rainy day" fund - bringing that fund to $8.5 billion.

Whether you agree with the plan - and I know many of us have our concerns - there is something to be said for comparing the plan to where we were at the end of great recession.  State coffers were so dry that cuts in state spending weren't enough, and the Governor turned his attention to local governments for a way to bridge the gap.

November of 2017 will see a number of important local matters on our election ballots, not the least of which is the election of three City Council members and a new Mayor of Santa Barbara.
 
To help wade through all of the issues that are helping to drive this election, the Chamber has circulated questionnaires to all announced candidates.  Those candidates have responded back, and we've posted their responses, verbatim, on our website.  You can find those answers at the links below.




 
Later this month, Chamber members will begin interviewing each candidate to determine their support for issues important to the business community, the results of which will be provided to the Board as we review who the Chamber might endorse in these races.

NON-PROFIT OF THE MONTH

Special Olympics Southern California -Santa Barbara Region empowers individuals with intellectual disabilities to improve their health and overall wellness through year-round sports training and competition. Special Olympics services over 650 local children and adults with intellectual disabilities through their year-round sports competitions, in which 12 Olympic-type sports are available to athletes.

The Champion School Program is built upon the premise that in order to have the greatest impact the change process needs to start with young people. BUSINESS OF THE MONTH

The Santa Barbara Family and Life Magazine has been in the news stands for more than 19 years, however it was recently taken over in January by Raiza Giorgi, Publisher of also the Santa Ynez Valley Star. 

The entire magazine has been redesigned with a focus of the story behind the story, and quality editorial on all things related to the Santa Barbara area. It's a community newspaper, where they welcome people to share their stories or photos. The focus is on mostly positive stories that are community building, and about the people we should know and those that deserve some press.

Mandatory E-file and E-pay (Assembly Bill 1245)
Employers who have reported 10 or more employees are now required to electronically submit employment tax returns, wage reports, and payroll tax deposits to the Employment Development Department (EDD). All remaining employers are required to begin reporting and paying electronically with their 2018 payroll or as soon as they report 10 or more employees.
