RHS Housing Strategy Spotlight


The core of the RHS Strategic Action Plan (2024-2028) (SAP) are the top five housing Priorities, 17 Strategies and Action Items.


Each month we spotlight priorities, strategies and action items based on SAP. Spotlights will vary and be relevant to different partners including municipalities, non-profits, realtors, residents, developers, builders, financial institutions, and employers. Pursuing these strategies is critical to solving the housing crisis. It will take all of us.


Housing Priority: Provide Housing, Resources and Protections for Vulnerable Populations


RHS Housing Strategy: Develop or expand renter assistance programs. 

The RHS prioritizes the need to address housing issues for the most vulnerable populations in Dane County. In 2020, 44% of renters in Dane County were cost-burdened, compared to 17% of homeowners. Renters are more likely to experience housing instability due to the costs associated with navigating the housing market, obtaining housing, rising rents, and moving, and having fixed or limited incomes such as seniors and veterans.



Some demographic groups rent more than others, including young families and professionals, single householders, seniors, veterans, students, and disabled. These lower- and moderate-income households are more likely to rent out of economic necessity. 


In addition, lower-income households and households of color are more likely to be cost-burdened and severely cost-burdened. Severely cost-burdened indicates that a household is paying 50% or more than their monthly income on housing. For Dane County residents with lower incomes, this means often going without food, medicine and other basic necessities.

The Tenant Resource Center’s

Eviction Map

Eviction is a significant cause of housing instability experienced by many households in Dane County. Eviction creates instability in families, communities, local business, and the lives of our neighbors.


The Tenant Resource Center (TRC) describes how eviction “can result in the expulsion of families from their homes and communities; force tenants to fall back on unhealthy or dangerous living situations; and cause serious economic, emotional, and physical harm.” Evictions disproportionately impact low-income households, people of color, single-mothers, and the communities within which they live. Evictions create families and communities.


TRC developed a free interactive mapping tool showing where evictions are occurring throughout Dane County, and which communities are being disproportionately impacted. It provides both the total number of eviction filings since 2021, as well as the eviction filing rate for comparison between communities. TRC also included demographic data from the U.S. Census to illustrate how eviction rates differ based on population characteristics, particularly race and income.


TRC created the tool to provide access to this data for anyone in Dane County to utilize. Residents, neighbors, the general public, and elected officials are all encouraged to explore the map as a tool to better understand the experience of evictions in your community, and to help improve housing stability. RHS Evaluation Checklist for Cities and Villages


Learn about the launch of the new “RHS Checklist and Evaluation Guide for Cities & Villages.” This guide has been created with the strategies and action items identified in the RHS for cities and villages and can help munis inventory and assess their housing efforts. Olivia Parry, Sr. Planner, will present.


Factory-Built & Modular Housing

 

Homeownership is out of reach for many Dane County residents because of low inventory and high housing costs. Two new strategies being used to address the high cost of housing include Modular and Factory Built Housing. Please join us on December 12 to learn more about how these are being used in Wisconsin.


Kahya Fox, Executive Director of Habitat for Humanity of La Crosse, will talk about how their organization is using a modular housing to expand affordable homeownership opportunities. Angie Diedrich, Deputy Director of the Wisconsin Housing Alliance, will be present on different types of factory-built housing. Don’t miss it!

Take the first step to owning a home and join the Home Buyers Round Table for their Home Buyer Education Workshop. This FREE Homebuyer Education workshop takes place in-person, lunch will be provided. Certificate of Completion is provided upon completion of class AND a one-on-one counseling session with Consumer Credit Counseling Services. You must attend the entire class (choose one) to sign up for a counseling session.


The workshop will cover:

  • How to apply for a mortgage

Fair Housing Seminar (for owners and managers)

The Fair Housing Center of Greater Madison is offering a free in-person fair housing training seminar for owners and managers of rental properties, or staff operating shelters or residential programs, in Madison.


The seminar will include information about the protected classes and prohibited practices delineated by local, state, and federal fair housing laws, as well as reasonable accommodations and modifications for tenants with disabilities.

Tax Credit Compliance Training Course

This course will provide an overview of the tax credit program, compliance requirements, and WHEDA’s monitoring procedures. It is designed to be particularly useful to on-site managers and individuals without previous Section 42 training. We will include general resident certification procedures, forms, HOTMA and NSPIRE updates, and WHEDA’s reporting and inspection requirements. We will also cover what to expect when conducting a physical and file review.
