2021 Legislative Session
Deadline Changes for the Capital Outlay Projects Request Form and Governor’s Capital Outlay Request Form

Deadline to submit the Capital Outlay Project Request Form from the Legislative Council Service is changed to Monday, February 8, 2021 by 3:00PM.

The deadline to submit a request for the Governor’s Capital Outlay has also changed to Monday, February 8, 2021 by 3:00PM. You only need to fill out this form if you wish to seek additional funding from the Governor’s office. If you are only seeking funding from your Legislator then there is no need to fill out this form.
 
Complete the Legislative Council Service Form first. It will provide
you the LCS # which is requested on the Governor’s Capital Outlay Request form.
Mid-Region Priority Projects

The 2021 60-day session of the New Mexico Legislature began on January 19, 2021, and the Mid-Region Council of Governments has developed a list of legislative priority projects for the Fiscal Year 2022.

This document contains some of the important projects located throughout New Mexico's Mid-Region. It serves to provide information on the purpose and significance of these projects that were selected by the participating communities. This document is not a complete list of every community requesting capital outlay funding in New Mexico's Mid-Region.
Department of Cultural Affairs Capital Outlay Requests

The Department of Cultural Affairs capital outlay requests encompass facilities throughout the state and include projects located in the Mid-Region of New Mexico.
MRCOG Legislative Priorities

Each year MRCOG releases a list of legislative priorities. The priorities are based on discussion by the MRCOG Board of Directors.    
MRCOG Economic Development
The Mid-Region Council of Governments has received a grant from the Economic Development Administration to provide technical assistance for economic development in response to COVID-19.

Staff can provide various technical assistance including:

  • Reviewing grant applications and locating funding opportunities
  • Facilitating and hosting desired trainings for businesses and communities
  • Connecting businesses to available resources

The 5310/5311 Transit Funding Application Prioritization Process

Applicants for the 5310/11 transit funding program presented at the December RTPO Committee meeting. The Committee evaluations are still being processed and results will be made available as soon as they are in. In the meantime, the full applications and PowerPoint presentation can be found at the MRCOG website.
Funding Opportunities
"The program includes $15 billion in grants to shuttered venues, to be administered by the SBA’s Office of Disaster Assistance. Eligible applicants may qualify for SVO Grants equal to 45% of their gross earned revenue, with the maximum amount available for a single grant award of $10 million. $2 billion is reserved for eligible applications with up to 50 full-time employees.

Eligible entities include:
  • Live venue operators or promoters
  • Theatrical producers
  • Live performing arts organization operators
  • Relevant museum operators, zoos and aquariums who meet specific criteria
  • Motion picture theater operators
  • Talent representatives, and
  • Each business entity owned by an eligible entity that also meets the eligibility requirements"


The National Park Service is accepting applications for support for community-led conservation and outdoor recreation projects.

“Our national network of conservation and recreation planning professionals partners with
community groups, nonprofits, tribes, and state and local governments to design trails and
parks, conserve and improve access to rivers, protect special places, and create
recreation opportunities.” Deadline: March 1.


“Projects that protect drinking water quality and public health are eligible for DWSRLF, including:
  • New and replacement water sources
  • Treatment
  • Transmission and distribution lines
  • Storage
  • Supervisory Control and Data Acquisition (SCADA) systems
  • Infrastructure to interconnect or regionalize water systems
  • Energy efficiency and water conservation projects
In addition to funding costs needed for project construction, the DWSRLF can also finance planning, design and associated pre-project costs, and land acquisition needed for locating project components.”
Submit Project Interest Form by February 8.



“The Value-Added Producer Grant (VAPG) program helps agricultural producers enter into value-added activities related to the processing and marketing of new products. The goals of this program are to generate new products, create and expand marketing opportunities and increase producer income. Independent producers, agricultural producer groups, farmer- or rancher-cooperatives, and majority-controlled producer-based business ventures, as defined in the program regulation, are eligible to apply for this program.”

Program Funding: $33 million and any additional FY 2021 funding that becomes available.
Maximum Grant Amount: Planning Grants $75,000; Working Capital Grants: $250,000.
Matching Funds Requirements: 50 percent of total project costs.
