Requirements for teacher licensing vary between states creating challenges for teachers trying to relocate to another state. In addition to standard employment barriers, issues related to pensions and seniority status also prevent teachers from being able to cross state lines. Many states are taking a closer look at this issue to develop policy solutions capable of preserving certification competencies and mitigating unintended consequences of licensing regulations.
