At the onset of the COVID-19 Pandemic, Hillar Moore, the District Attorney in East Baton Rouge Parish, Lousiana, recognized that his office would need to take proactive steps to maintain contact with victims of crimes. CNA & NDAA will host a virtual discussion highlighting the steps the office took to ensure that victims of crime, specifically domestic violence, had access to victim services and how their office was able to remain connected with victims of crime.

Hillar C. Moore, III
Hillar has served as the the East Baton Rouge, Lousiana Parish district attorney since 2009. Hillar completed his undergraduate degree in Criminal Justice at LSU in Baton Rouge. After graduating, Hillar worked as an investigator for the East Baton Rouge District Attorney's office, where he collected evidence and surveyed crime scenes. Hillar received training from the FBI Academy in Quantico. While working as an investigator, Hillar attended and graduated from Southern University Law School where he finished Magna Cum Laude in his class. Following law school, he worked in private law practice for over fifteen years. Hillar realized his goal of returning to the District Attorney’s Office as the elected DA in 2009. He has brought new and innovative ideas to the DA's office, while reaching out to community leaders.
Melanie S. Fields
Melanie S. Fields is an Assistant District Attorney with the 19th Judicial District in East Baton Rouge Parish. She graduated magna cum laude from the University of St. Thomas Aquinas and received a master’s degree and juris doctorate from Louisiana State University. Ms. Fields serves on various committees of the Baton Rouge Bar Foundation, served as an officer on the board of the State Bar’s Louisiana Center for Law and Civic Education, and served as an officer and board president of the Iris Domestic Violence Center. She is a 2010 recipient of the Crystal Gavel Award and received a Tribute Award in 2014 from the Baton Rouge Association of Women Attorneys. She was an adjunct professor of Legal Writing at Southern University’s Law Center, is currently an adjunct professor for LSU Law Center serving as the Prosecution Clinic Professor. As an assistant district attorney, she has over 19 years trial experience. She currently serves as the Special Prosecutor of Domestic Violence, handling some of the most difficult and complex cases.
Suzanne Hamilton
Suzanne Hamilton is a Licensed Clinical Social Worker (LCSW) working as the Domestic Violence Victim Assistance Coordinator at the East Baton Rouge Parish District Attorney’s Office. Suzanne’s role is to guide and assist victims and survivors of domestic violence through the criminal justice process, and she feels honored to be a trusting support. Suzanne is passionate and committed to providing advocacy and support to victims and survivors of domestic violence throughout the healing journey and aims to empower those that she serves.
