Part I: Understanding the New Framework and Key Changes
Part I will provide an overview of the new Scope Manual and focus on several of its most significant changes, including new standards for adding service sites, HRSA’s increased emphasis on directly operated services, new geographic restrictions applicable to telehealth, and expanded governing board responsibilities. We will also discuss the Manual’s emphasis on services provided “on behalf of” the health center and what that concept means for determining whether activities are appropriately included within the Health Center Program project.

Part II: Applying the New Requirements to Health Center Operations
Part II will take a deeper dive into the new requirements affecting how health centers structure and manage service delivery arrangements. Topics will include contracts and cooperative arrangements, subrecipient and contractor-operated sites, co-located settings, services provided outside health center service sites, and the elimination of Form 5C.
