The City of Naples mourns the sudden passing of former City Councilwoman Linda Penniman, who resigned from her Council seat on September 29, 2026, following the passing of her beloved husband, Nick Penniman IV.
Mrs. Penniman was a dedicated public servant and a fierce advocate for environmental protection and water quality. After moving to Naples with her husband in 2000, she became deeply involved in efforts to preserve the region’s natural environment. Her commitment to public service began well before her election to City Council, including service on the City’s Planning Advisory Board, the Collier County Coastal Advisory Committee, the Moorings Property Owners Association Board, and a task force for the Conservancy of Southwest Florida.
Mrs. Penniman was first elected to City Council on February 4, 2014, and was reelected on February 6, 2018. She resigned on January 16, 2019, due to her husband’s declining health, and returned to Council after winning her election on March 19, 2024. During her seven years of Council service, she served as Vice Mayor, Vice Chair of the Community Redevelopment Agency (CRA) from 2024 to 2026, and CRA Chair in 2026.
The City, its leaders, and staff extend their deepest condolences to Mrs. Penniman’s family and friends during this difficult time.
“As we mourn her passing, we pray for peace and comfort for her children. May we always remember her legacy of generosity, her strength, her kindness, and her deep commitment to the community she so dearly loved. Rest easy, cherished public servant. Your work here is done, and we are all better for having known you,” said City Manager Gary Young.
The City Council will recognize Mrs. Penniman’s service, with details to be announced at a later date.
The City will forever be grateful for her commitment to Naples, her tenacity, her heart, and her humor.
