  On Tuesday, August 8, Congressman Jim Costa (D-CA), along with State Senator, Melissa Hurtado, (D-Sanger) and Chair of the CA State Senate Agriculture Committee, and State Assemblymember Esmeralda Soria (D-Fresno) and Chair of the State Assembly Agriculture Committee, held a Farm Bill Listening Session to hear directly from growers and farm groups regarding their thoughts on the 2023 Farm Bill, which Congress is considering. APG President, Richard Matoian testified regarding items of importance to the pistachio industry, which includes funds for infrastructure for drought related programs, increased Market Access Program (MAP) funding for promotion in export markets, adequate crop insurance, and limits on participation in certain federal programs dues to Adjusted Gross Income (AGI) and payment limitation caps. In addition, APG Board members William Bourdeau, Harris Ranch and Karun Samran, Bapu Farming testified on other important considerations that should be placed in the upcoming Farm Bill for specialty crops.  
     
  This hearing is one of many such hearings on the Farm Bill that APG and its members have participated in over the past year. In addition, APG is a member of the Specialty Crop Farm Bill Alliance, which has developed and approved 109 specific recommendations for specialty crops as it relates to the Farm Bill.  
     
   
  Congressman Jimmy Panetta (CA-19) is leading a bipartisan coalition to introduce the Growing Access to Environmental Sustainability (GATES.) The Co-Authors of this legislation are Reps. John Duarte (CA-13), Yadira Caraveo (CO-08), David Rouzer (NC-07), Jim Costa (CA-21), Chuck Edwards (NC-11), and Lori Michelle Chavez-DeRemer (OR-5).  
     
  Current adjusted gross income (AGI) limitations disproportionately limit producers with high input costs from participating in specific USDA conservation-focused programs. Limitations need to catch up with inflation. These barriers reduce the overall impact of federal efforts to conserve our environment and empower farmers to mitigate the effects of climate change. This bipartisan legislation would waive certain limitations to expand the reach and effectiveness of these agriculture conservation programs.  
   
     
   
  Congressional Members Jim Costa and David Valadao introduced two bipartisan bills to improve the domestic specialty crop industry – the Specialty Crop Domestic Market Promotion Program Act and the Specialty Crop Mechanization Assistance Act. California produces the most specialty crops in the Country, with over 400 different commodities.  
     
  These bills aim to make technology and resources available to specialty crop producers to access new markets and continue to compete.

  Senator Shannon Grove (R) from Bakersfield, California, was elected to the California State Legislature as the first female veteran in 2010. She has been a great friend and legislator to APG and the Agriculture community. Senator Grove recently introduced Senate Bill 14 to make Sex Trafficking a minor a felony in California. SB 14 sailed through the California State Senate without one NO vote. When the bill was up for a vote in the Assembly's Public Safety Committee, democratic members voted against making this heinous crime a felony. Senator Grove's SB 14 made national headlines and received so much positive attention that Governor Newsom and Speaker Robert Rivas brought the bill back to life. SB 14 is back in the legislative process. APG thanks Senator Grove for protecting Agriculture and California's Children.  
     
     
   
 

Seeing many of you last week at our Annual Member Luncheon was great. We had a record turnout, APG has received very positive feedback on the information presented, and the overall feeling of an event that provided good education information and connected the industry. I would like to take the opportunity to announce that APG has applied for $5 million through the California Department of Food and Agriculture (CDFA), the Healthy Soils, and the SWEEP Grant Pilot Program.

Healthy Soils Program (HSP) stems from the California Healthy Soils Initiative, a collaboration of state agencies and departments that promotes the development of healthy soils on California's farmlands and ranchlands.

The Healthy Soils (HSP) objectives are:

  • To increase statewide implementation of conservation management practices that improve soil health, sequester carbon, and reduce atmospheric greenhouse gases.
  • Providing financial incentives to California farmers and ranchers for agricultural management practices that sequester carbon, reduce atmospheric GHGs, and improve soil health.
  • Funding on-farm demonstration projects that collect data and/or showcase conservation management practices that mitigate GHG emissions and improve soil health.
  • To create a platform promoting the widespread adoption of conservation management practices throughout the state.

The SWEEP Block Grant Pilot is a part of the State Water Efficiency and Enhancement Program, developed in 2014 in response to severe drought.

  • SWEEP provides financial incentives for California agricultural operations to invest in irrigation systems that save water and reduce greenhouse gas (GHG) emissions.
  • Provide funding to organizations to further disburse agricultural operations.
  • Support regional capacity building and provide opportunities for regional strategic use of SWEEP funding to address local water conservation and efficiency concerns.

The CDFA's announcement of the recipients is expected in the upcoming days/weeks.
