Reminder: CAEP Funds Are Restricted
|
|
In recent weeks, especially as a result of the Governor’s May Revise, the topic of whether or not CAEP funds are restricted has come up. This serves as a reminder to all consortia, including member districts, that CAEP funds are restricted. The CAEP Office has provided two memos with more explicit details on this topic.
The
CAEP 2020-21 Allocation Memo, on page 2, states that CAEP funds were issued under AB104 legislation and are in ARTICLE 9, Adult Education Program [84900 - 84920] of the education code. CAEP funds are apportionment. They are not a grant and at this time are not subject to flexibility. CAEP funds are restricted to the adults 18 years and older, can only be used in the seven program areas, and must have an approved regional consortium plan specific to K12 adult education and community college noncredit programs.
Another reference point is the
CAEP Planning Memo
that states consortia and their member districts must continue to follow their approved annual adult education plans. This would include paying all adult education related staff to follow the approved plan. CAEP Regional Consortia have the right under EC84914 to reduce a district member's funding if an approved plan is not being followed.

CAEP Fund Confirmation is Available
|
|
The CAEP Office is providing CFAD Fund Confirmation notices to all consortia upon request. The purpose of this confirmation notice is to provide formal notification that the consortium’s CFAD is approved for the 2020-21 program year. Prior to requesting the notification from CAEP TAP, an allocation amendment to account for the May Revise reduction has to be approved by the consortium. The consortium lead would then contact CAEP TAP to request the notification. CAEP TAP would verify the allocation amendment has been approved by the consortium and issue the notification.

Spotlight On Student Success: Chino Valley Adult School
|
|
Chino Valley Adult School graduated 35 students in their HS Diploma and GED programs this year. Two students, in particular, stood out for their persistence in completing their educational goals.
|
|
John, a 19 year old graduate, originally left school in the 8
th
grade to work as a painter, landscaper, and handyman, while taking care of his mother who had been diagnosed with cancer. Adamant to pursue a career as a pharmacist, John took the GED test and received high honors due to his high scores in Science and Reasoning Through Language Arts. With the support from his family, John is now college bound and has applied to several colleges.

Teresita enrolled at Chino Valley Adult School 14 years ago as an ESL student. Teresita represents the dreams and aspirations of so many of our ESL students who bring a wealth of training and education
with them to America that they cannot utilize without a High School Diploma. After progressing through her ESL classes, Teresita enrolled and worked tirelessly to complete her High School Diploma. Teresita aspires to become a Certified Nursing Assistant in the future.

Designing for Students in Unprecedented Times Workshop

The Bay Area is hosting a highly engaging session on human centered design and how this framework can help place students' needs at the center as decisions are made and services redesigned during these challenging times. Facilitated by Virginia Hamilton, the focus of the workshop will be on colleges' career services and workforce development programs. All are welcome, including partners with Workforce Development Boards, K-12's, employers, and adult schools.

CAEP Annual Planning for 2020-21

This year's annual plan should reflect the current pandemic that we are all experiencing. The due date is still August 15th. Data Diving During COVID-19

Despite schools and colleges being closed due to COVID-19, the end of year deadline of August 1 for all CAEP agencies still looms. In this workshop, we will look at the CAEP Data Integrity Report (DIR), review many of the data dive principles we have presented over the past couple of years, and provide some "typical" TE data examples.... and also look at reporting areas that may need a different view given that we are in the COVID-19 era. We will present a few examples of issues that may need to be evaluated differently, and others that should still be the same despite COVID-19.
