This is a reminder from the MA Department of Public Health, Bureau of Substance Addiction Services (BSAS). The Fiscal Year 2025 Municipal Opioid Settlement Expenditure Report is due November 1, 2025. Thank you to everyone who has already started or submitted a report — your efforts help ensure transparency and accountability in how opioid settlement funds are being used across the Commonwealth.
A few important reminders:
- If you haven’t made any expenditures, there are still a few simple items to complete.
- Please do not include McKinsey funds in the FY25 disbursement amount.
- If McKinsey funds were expended alongside other opioid settlement funds, you can include them as offsets in the expenditure table.
- The data from the reports will power a public-facing dashboard where community members can see how funds are being spent. Consequently, municipalities will be asked to amend reports containing unclear or missing information. To prevent this from happening, ask yourself the following questions when reviewing your report:
- Does the report contain plain, straightforward language?
- Are technical terms or acronyms defined when first used?
- Are there any typos, spelling, and/or grammatical errors (e.g., capitalization, punctuation, etc.) that need to be corrected?
- Would someone unfamiliar with the topic or subject matter be able to describe the funded projects and activities?

Municipalities that submit their reports by the November 1st deadline will receive an email on November 14th to confirm that they have either:
· Submitted a complete expenditure report, and no further action is needed; or
· Submitted an incomplete report and/or a report that contains discrepancies, and further action is needed

Those that fall into the latter category will have until 5 PM on November 28th to amend their reports, and any reports that have not been amended by this deadline will be deemed incomplete.

If a report is not submitted:
Any municipality that does not submit a report by November 1st will be considered out of compliance with the State Subdivision Agreement. Non-compliance may have legal and financial ramifications.
In addition to any actions taken by the Office of the Attorney General or national settlement administrators, DPH will notify state legislators and local news publications and publish a list of non-compliant municipalities on the mass.gov website and associated social media outlets. Stewardship of opioid settlement funds is of great interest to the public and members of your communities.
