The 2024 NGBS Consensus Committee will meet at the National Housing Center in Washington, DC beginning the morning of Tuesday, November 8th until mid-day Thursday, November 10th. During this meeting, the Committee will discuss and vote on all public and Task Group-generated proposed changes for the 2024 NGBS. The public is welcome to attend.

Successfully earning the NGBS Green PRO designation demonstrates advanced understanding of the National Green Building Standard ICC-700 and the NGBS Green certification program.

Chicago Adopts Energy Transformation Code: NGBS Green Certification Recognized as Alternative Compliance Option |
Chicago's City Council has passed an amended version of the 2021 International Energy Conservation Code (IECC) — titled the Chicago Energy Transformation Code — that requires strong energy efficiency and electrification for new buildings. The goal of this new code is to align commercial real estate with Chicago's climate action plan, which aims to reduce carbon emissions to 62% below 2017 levels by 2040.
The new code recognizes two third-party certifications as alternative compliance pathways: (1) 2020 NGBS Green certification at the Gold or Emerald levels; and (2) 2021 Passive House Institute U.S. (PHIUS). The City noted that these programs were selected for their rigorous pre-construction reviews and post-construction verification by independent third-party reviewers.

Inflation Reduction Act (IRA): 179D Tax Deduction for Energy Efficient Commercial Buildings | |
The Inflation Reduction Act of 2022 (IRA) was signed into law by President Joe Biden on August 16, 2022.
This legislation includes significant investment in energy efficiency and clean energy technology. For the next several months, we will feature an element of the legislation related to the built environment.

The IRA significantly expanded the 179D tax deduction for energy efficient commercial buildings from $1.80 per square foot to a sliding scale of $2.50-$5.00 per square foot, with new pathways for existing building retrofits to access the deduction. New construction must achieve 25-50% over ASHRAE 90.1; retrofit projects must demonstrate 25-50% improvement over existing building energy use intensity. "Bonus" incentives are available for projects meeting prevailing wage and apprenticeship requirements.

ALABAMA: The Alabama Housing Finance Agency approved its 2023 QAP. The QAP includes several prescriptive energy and water conservation practices for competitive points, but no third-party green building programs are recognized. | |
MONTANA: Montana Housing has published a draft 2024 QAP. The public comment period is now open and accepting written comments through October 21st (submit to dochdmf@mt.gov). The draft 2024 QAP requires prescriptive energy efficiency and green building requirements, but no third-party green building programs are recognized.
A virtual public hearing is scheduled for October 20 at 9AM MDT. Registration is required.

Corzan and Corzan HP Piping Systems are made from a non-corrosive durable chlorinated polyvinyl chloride (CPVC) technology that makes them chemically inert to most mineral acids, bases, and salts. CPVC was first commercialized by Lubrizol in the early 1960s and has since proven its value in a variety of industrial applications where high use temperature and corrosion resistance are desirable.
These products are certified under the Product Life Cycle Assessment practice (610.1.2.1), and points are available when Corzan is chosen over another copper-based water distribution pipe based on LCA findings.

Wrigleyville Lofts is a new mixed-use building in the Wrigleyville neighborhood of Chicago. Wrigleyville Lofts is the first mixed-use building to earn NGBS Green certification for its commercial space. This whole-building certification meets the eligibility requirements for the cost-saving HUD Green Mortgage Insurance Premium (MIP) rate reduction program.

Why is it Important that WRI is Included within an I-Code? | The 2020 NGBS includes a performance path for residential builders and developers to demonstrate water efficiency. The Water Rating Index (WRI) – included as an appendix within the standard – is a methodology by which a 0 to 100 score is assessed for a property's total indoor and outdoor water use, compared to baseline conditions.
