Payroll-Processing Business Owner Najeeb Khan, Charged In Cleveland In Check Scheme That Netted $150 Million, Prosecutors Say

CLEVELAND, Ohio— The owner of a payroll-processing business orchestrated a yearslong check fraud scheme that caused Cleveland-based KeyBank and other businesses to lose some $150 million, according to federal prosecutors.
Najeeb Khan, owner of Interlogic Outsourcing Inc., self-reported the scheme to federal authorities in 2019. He diverted millions of dollars from it to personal bank accounts and used the money to buy expensive cars, planes and vacation homes, according to court records.
- Federal prosecutors charged Khan, 69, of Edwardsburg, Michigan, with bank fraud and attempted tax evasion. He was charged via an information, instead of through a grand jury. That typically signifies a defendant has cooperated with investigators and plans to plead guilty.
- “Mr. Khan has been cooperating with the government for over three years,” one of his attorneys, Paul Flannery, said. “His stipulation to the government’s filing of the information today is another step in this process.”
- The case is assigned to U.S. District Judge Pamela Barker in Cleveland. An arraignment date has not yet been set.
- Interlogic Outsourcing, based in Elkhart, Indiana, handled payroll processing for some 6,000 businesses across the country.

States reported 211,000 workers filed for new unemployment benefits during the week ending December 10, a decrease of 20,000 from the previous week's revised level.
- The number of workers continuing to claim unemployment benefits—1.67 million—has been steadily rising through the year and is now just under the pre-pandemic average of 1.7 million.
- The number of recurring applications for unemployment benefits is at its highest level since early this year, suggesting that laid-off workers are having more trouble finding a new job in a cooling labor market.
- New weekly applications for unemployment benefits have remained low all year, even as the technology and real estate sectors began to downsize in recent months. Layoffs overall also remain low, despite signs the economy will tip into a recession in 2023.
- And thanks to a slowing rise in the inflation rate, U.S. employers added 263,000 jobs last month. There are nearly two job openings for every unemployed worker and the unemployment rate is 3.7 percent, just above a half-century low.
