A Reminder About How CAEP Funds Can Be Used

California Adult Education Program (CAEP) funds, if used for classroom instruction, can only be used for instructional programs within the seven program areas approved by the California Department of Education (CDE), through its course-approval process for K12/COEs, or by the Chancellor’s Office, through its noncredit course-approval process for community colleges.

CAEP funds also can be used to support the goals and outcomes of the instructional programs.
 
CAEP funds provided to community college districts (CCDs) cannot be used to supplant existing noncredit apportionment. CCDs need to be mindful that they are in compliance with full funding prohibitions (Title 5 sections 58050(a)(4) and 58051.5).
Deadline for Spending Down 17-18 CAEP Funds
As consortia certify the closing out of 16-17 CAEP funds, keep in mind 17-18 CAEP funds are targeted to be 100 percent spent down by June 30, 2019.

If members cannot fully spend 17-18 funds by June 30, 2019, once a corrective action plan is filed in NOVA, the state will allow an additional six months, until Dec. 31, 2019, to spend the remaining 17-18 funds. 

Check with your consortium bylaws to see if there are any consequences for being in corrective action mode (such as ineffective member status).

  • How many adult education program students who enroll actually make it into an instructional program?

  • Of those students in an instructional program, how many show any progress, as defined by AEBG/AEP metrics?

  • Of students who attempt pre-/post-testing, how many stay in the program long enough to generate a pre-/post-test pair?
