Resources to Help You Get a
New or Renewed Rental License
Dear Landlords and Property Managers:

The rental license renewal season is just around the corner and L&I is providing these following opportunities and resources to help you navigate the renewal process.

  • Join an online webinar for an overview of the process. Immediately following the webinar, you can meet one-on-one with an L&I license issuance representative if you need further assistance. Space is limited so register here to one of the following webinars:

  • Thursday, February 18, 2021 at 8:00 a.m. - register

  • Thursday, February 25, 2021 at 1:00 p.m. – register

  • A time-saving ‘shopping cart’ feature has been added to eCLIPSE. You can now pay for multiple licenses in a single transaction. Please review the how-to guide for step by step instructions on using the shopping cart.

  • Under City law you cannot get a license from L&I unless you are up-to-date on your tax payments to the Philadelphia Department of Revenue. Sometimes this requirement causes difficulties in the license application or renewal process. Check the new eCLIPSE and Tax Account Issues FAQ to learn how to resolve these issues.

  • If you’re still having trouble renewing or submitting a new rental license online via eCLIPSE you can:

  • Call 3-1-1 (215-686-8686, if outside Philadelphia).

  • Schedule an in-person appointment at our Permit and License Center. For more information on what to bring and where or when to arrive, please visit the L&I website.

NOTE ON LEAD SAFETY REQUIREMENTS: Under City law, landlords in many Philadelphia zip codes must submit a lead-free or lead-safe certification for their rental property to the Philadelphia Department of Health before they can get a new or renewed rental license. To ask questions about lead certification, including eCLIPSE "flags" related to this requirement, contact the Department of Public Health, Lead and Healthy Home Program at (215) 685-2788 or leadcert@phila.gov. You can also find information on the Healthy Homes website at: https://www.phila.gov/programs/lead-and-healthy-homes-program/.

If you have any other questions, please contact us through www.phila.gov/311 or by calling our 311 Philly Help Center at (215) 686-8686.

Sincerely,
Department of Licenses and Inspections
