Dear Friends,

As the 2025 Legislative Session draws to a close, I'm filled with gratitude for all that we've accomplished together. This final week was a fitting end to a productive session—shaped by thoughtful debate, the advancement of impactful legislation, and strong collaboration with colleagues, constituents, and advocates from across our state.

From championing key measures like CS/SB 1080 on Local Government Land Use to welcoming passionate visitors and organizations to the Capitol, it has been a true honor to represent our district every step of the way. I'm especially thankful for my dedicated staff whose hard work and commitment were vital to our success this session.

Thank you for staying engaged and for your continued support. While the legislative session may be over, our work to serve and strengthen our community continues every day—and I look forward to all we'll achieve together in the months ahead.

Below is a video of me debating HB 1225 - Employment:

This past week, I had the privilege of speaking with members of the media about the vital work of the newly formed Select Committee on Property Taxes. I'm honored to serve as Co-Chair alongside Representative Vicki Lopez as we take on this important responsibility. I look forward to the thoughtful discussions ahead and to delivering solutions that will truly benefit all Floridians. As we explore meaningful ways to provide relief to Florida homeowners, transparency and open communication will continue to guide our efforts.

I had the opportunity to assist in presenting HB 1467 on Gambling. Although this is not my bill, I was proud to step in and support Representative Anderson and Representative Snyder in delivering this legislation.

Sponsoring Chief Joseph Tumminelli as the Law Enforcement Officer of the Day was an incredible honor. It was a true privilege to recognize his outstanding service and leadership. I'm deeply grateful for the dedication, bravery, and sacrifice shown by Chief Tumminelli and all of our law enforcement officers.

It was great to see Dive Day at the Capitol in full swing! From marine conservation to ocean sustainability, the organizations present highlighted the importance of protecting Florida's aquatic ecosystems. Their dedication reminds us just how vital our natural resources are to our state's future.

It was a pleasure connecting with Congressman Byron Donalds at the Capitol. Engaging with dedicated leaders who are driving meaningful change for Florida and our nation is always an honor. I look forward to continuing the important conversations that shape our shared future.

I celebrated with the Florida Panthers and took a photo alongside the legendary Stanley Cup! A proud moment for Florida sports and a great reminder of what teamwork, perseverance, and dedication can achieve. Congratulations to the Panthers on an unforgettable season!

To open the 60th day of the 2025 Legislative Session, I had the honor of delivering the opening prayer in the House Chamber at the request of Speaker Danny Perez. I prayed that each of us would be granted the authority and strength to discern God's will, and the courage to do it. It was a privilege to lead the House in prayer before we began the day's work.

I was honored to present CS/SB 1080 – Local Land Development Regulations on the floor. This bill streamlines local land development procedures, reducing bureaucratic delays while maintaining strong standards for community growth and environmental oversight. Always proud to support balanced, efficient development across Florida.

Feeling incredibly grateful for my amazing team this session. We have legislative aide, Samantha Rosenberg, district aide, Heather Schott, and our legislative intern, Fabian Capre. I'm reminded how much of our work depends on the dedication and talent of those behind the scenes.

Samantha has been nothing short of exceptional — her sharp insight, professionalism, and tireless commitment have kept our office running smoothly and effectively. I'm so fortunate to have her by my side.

Heather is the backbone of our operations back in the district. While we're away for the legislative session, she keeps everything running smoothly on the home front. From managing constituent concerns to coordinating local events, she's our reliable boots on the ground and an essential part of the team.

It has also been a true pleasure having Fabian serve as our legislative intern this session. As a senior at Florida Atlantic University, Fabian has distinguished himself through his initiative, strong work ethic, and professionalism. His contributions have played a meaningful role in advancing our legislative priorities and supporting the daily functions of our office. We're incredibly proud of all he's achieved and excited to see the bright future ahead of him.

Thank you for everything — this work wouldn't be possible without you!

Bills that Passed for the 2025 Session:

HB 433/SB 108 - Administrative Procedures:

This bill improves transparency and consistency in agency rule-making by clarifying procedures, banning automatic rule expirations, and requiring timely public notices. It strengthens emergency rule protocols, mandates cost-saving alternatives, and enforces five-year rule reviews. Agencies must track licensing timelines, and the Joint Administrative Procedures Committee gains expanded oversight over rule interpretations and regulatory costs.

HB 579/SB 1080 - Local Government Land Regulation:

This bill sets zoning application requirements for local governments and bars school districts from charging unapproved concurrency fees for educational facilities. It restricts local governments' use of building permit fees and prohibits mandatory amenity dues unless specified in a recreational covenant. Contracts for certain property sales must include a disclosure summary, and HOA agreements must reference this disclosure if subject to a recreational covenant.

HB 843/SB 388 - Fish Wildlife and Conservation:

This bill updates wildlife trust fund rules, allowing proceeds to be used for law enforcement and partnerships with private landowners, while removing the requirement for a dedicated nongame wildlife unit. It also revises how grant and donation funds can be spent.

I'm very excited to announce that my bill, HB 919 - Nursing Education Programs, was adopted into HB 1427 - Health Care on the 60th day of the legislative session. I'm grateful to Representatives Griff Griffitts and Shane Abbott for their work and placing this language into their bill. This legislation is aimed at improving the approval and oversight of nursing education programs in Florida. This bill revises application requirements for nursing program approval, provides the Board of Nursing with the authority to revoke approval if necessary, and strengthens the reporting obligations for program directors.

Watch me speak on this important legislation below.

HB 1237/SB 444 - Human Trafficking Awareness:

This bill requires the Department of Education to establish a human trafficking awareness curriculum for public schools, including in-person or online training, and mandates that certain school personnel complete the program. The curriculum must cover key components to educate staff on recognizing and addressing trafficking risks.

HB 4047 - St. Lucie County:

This bill raises the Fort Pierce Farms Water Control District's maximum annual maintenance tax but caps assessment rate increases, requiring voter approval via referendum for changes.

HB 4049 - St. Lucie County:

This bill revises the North St. Lucie River Water Control District's maintenance tax structure, raising the maximum annual levy while capping assessment hikes—with changes subject to voter referendum.

As always, thank you for your continued support and faith in my leadership! I look forward to sharing with you again soon.

Sincerely,

Rep. Toby Overdorf
