As we wrapped up the month of June, we also brought this year’s legislative session to a successful close. After months of collaboration, negotiation, and dedication, we finalized the state budget—one that reflects our shared priorities, supports our communities, and lays the groundwork for a stronger, more resilient future. Thank you to all who played a role in making this session productive and impactful.


I’m excited to start summer—a time to reconnect with family, recharge, and reflect. For me, this summer holds special meaning, as I step into a new and deeply rewarding chapter: becoming a grandpa. There’s nothing quite like the joy of holding a grandchild in your arms for the first time. It’s a reminder of why the work we do matters—for the next generation and beyond.


As we head into July, I’m feeling grateful for the progress made, for the people I serve, and for the blessing of family. Wishing you all a safe, happy, and sunny summer!

REPRESENTATIVE OVERDORF’S PASSED LEGISLATION

HB 433/SB 108 - Administrative Procedures

  • This bill improves transparency and consistency in agency rule making by clarifying procedures, banning automatic rule expirations, and requiring timely public notices. It strengthens emergency rule protocols, mandates cost-saving alternatives, and enforces five-year rule reviews. Agencies must track licensing timelines, and the Joint Administrative Procedures Committee gains expanded oversight over rule interpretations and regulatory costs.


HB 579/SB 1080 - Local Government Land Regulation

  • This bill sets zoning application requirements for local governments and bars school districts from charging unapproved concurrency fees for educational facilities. It restricts local governments’ use of building permit fees and prohibits mandatory amenity dues unless specified in a recreational covenant. Contracts for certain property sales must include a disclosure.


HB 843/SB 388 - Fish and Wildlife Conservation Commission Trust Funds

  • This bill updates wildlife trust fund rules, allowing proceeds to be used for law enforcement and partnerships with private landowners while removing the requirement for a dedicated non-game wildlife unit. It also revises how grant and donation funds can be spent.


HB 1237/SB 444 - Human Trafficking Awareness

  • This bill requires the Department of Education to establish a human trafficking awareness curriculum for public schools, including in-person or online training, and mandates that certain school personnel complete the program. The curriculum must cover key components to educate staff on recognizing and addressing trafficking risks.

LEGISLATIVE SESSION HIGHLIGHTS

HB 1427 - Health Care

  • This bill incorporates key provisions of my bill, HB 919: Nursing Education Programs.
  • This bill aims to strengthen oversight and quality standards for nursing programs in Florida. It revises the application and approval process, including stricter faculty qualifications and curriculum requirements. Nursing programs with low graduate exam pass rates face mandatory remediation and potential termination, and those with very low performance must reimburse tuition. Annual reporting is now stricter, and failure to comply can lead to program closure. Accreditation deadlines and extension rules are revised to ensure accountability and transparency across all nursing education programs.


HB 1105 - Education

  • This bill provides updates to the state’s education system, including expanded support for charter schools and workforce training for students with disabilities. It strengthens school safety by making unauthorized entry onto school buses a criminal offense. Additionally, it prohibits students in grades K-8 from using wireless communication devices during the entire school day, not just during instructional time, and requires school districts to adopt clear rules for their use.


HB 751 - Law Enforcement, Correctional, and Correctional Probation Officer Benefits

  • This bill will expand health insurance benefits for law enforcement, correctional, and correctional probation officers who suffer catastrophic injuries in the line of duty or during official training exercises. Specifically, it mandates that the employer cover the full premium of the employer’s health insurance plan for the injured officer, their spouse, and dependent children.

The Trump 47 Club invited me to speak alongside Congressman Byron Donalds. I was asked to speak on the Select Committee on Property Taxes that I’m co-chairing for the State House. This is such an important topic for all Floridians as we navigate and work towards keeping Florida’s hard-earned dollars in their pockets.

I was grateful to join WPTV twice in June to discuss the important issue of property taxes and the ongoing work of our committee. This is a topic that directly affects homeowners across our state, and I’m thrilled to be at the forefront, working toward solutions that bring fairness, clarity, and long-term stability to our communities.

The Florida Association of Counties invited me to speak at their Annual Conference & Educational Exhibition in Orlando. I was honored to present and share more about my efforts during this legislative session in Tallahassee.

The Palm City Chamber hosted its annual legislative update breakfast in June, and I was honored to share updates and information with the community alongside my fellow Martin County colleagues.

Constituent Services

Our office recently received a call from a mother seeking help for her adult son with special needs. He was experiencing severe dental issues, and after reaching out to several providers, she couldn’t find anyone who would accept his Medicaid or accommodate the complexity of his care.


The procedure he needed would take several hours, and it was proving difficult to find a dentist equipped to handle his specific needs.


Our team stepped in to help. We worked with state agencies to explore options and were able to connect the family with a local provider in Martin County who specializes in treating patients with similar needs.


Thanks to the collaboration, the young man received the dental care he required, and his mother was extremely grateful for the support.
