Summary Analysis: 2019-2022 Three-Year Plans
Hanover Research recently conducted for the California Community Colleges Chancellor's Office an analysis of the three-year plans submitted by adult education consortia.

The report includes eight key findings, among them "w ith regards to external, customer-facing areas for future development, approximately 40 percent of consortia intend to improve student transition services and pathways, while around 31 percent of consortia intend to improve student support services. Despite the numerous areas targeted for future development, only 9.4 percent of consortia report a need to increase staff."

CAEP is focusing on effectively and efficiently implementing the 2019-2022 consortia plans, as well as shared practices for student data collection and reporting. In an effort to provide continuous support as you navigate the 2019-20 program year, CAEP has compiled a list of resources. If you experience any difficulty accessing these resources or need additional support, please contact CAEP TAP for assistance.

You don't have to struggle to figure out how to report your 18-19 hours and expenses in NOVA. It's not too late to join today's CAEP webinar, from 12 p.m.-1 p.m., to walk through the process with Neil Kelly and Veronica Parker.

You'll also hear about changes to the reporting process and gain a better understanding of why estimates are due Sept. 1, 2019, and actuals are due Dec. 1, 2019.

Meet the Deadline: Data and Accountability Practices Due Monday (8/26)
Each consortium must submit a Practice With Promise related to Data and Accountability by Monday (8/26).

If you have not logged into the system in the past to submit a practice, you must complete a one-time registration. After you register, you should automatically receive a confirmation email with the password to log into the system.


If you have already registered, then go to the log-in page and sign in using your existing credentials. Select the Submit a Data & Accountability Practice option.

  • Aug. 26: Practice with Promise on Data and Accountability due. (See above item)
  • Sept. 1: 17/18 and 18/19 Member Expense Report due in NOVA (Q4)
  • Sept. 1: July 1, 2018 to June 30, 2019 expenses by program area due (estimates only) in NOVA

Looking ahead:

  • Sept. 30: End of Q1
  • Sept. 30: 17/18 and 18/19 Member Expense Report certified by consortia in NOVA (Q4)
  • Sept. 30: 19/20 Member Program Year Budget and Work Plan due in NOVA

Check out this document that outlines the Washington Integrated Basic Education and Skills Training model, or I-BEST. The program places adult education students directly into college credit-bearing career pathways that lead to high demand, living-wage jobs.

From the document: "I-BEST challenges the traditional notion that students must move through a set sequence of basic education courses before they can start working on certificates and degrees. The combined teaching method at the heart of I-BEST allows students to work on college-level studies much more quickly than in traditional models, and the required navigational services connects students to resources and guides them to completion."

Achieving Postsecondary Transitions Through Dual Enrollment for Adult Learners
As community colleges respond to AB 705 and Guided Pathways by removing barriers to entry and clarifying degree paths, CLASP’s  Resources on Ability to Benefit   toolkit provides resources to create career pathway programs that enable students to earn Pell Grants while completing HSE/HSD programs.
 
California  Senate Bill 554  aims to create seamless credit-bearing dual-enrollment programs at adult school campuses and in adult education programs. For more information, contact Brianna Bruns at  [email protected] .
