TCU Success Story:

Title Clearance Unit Helps Sisters Stay in Cobbs Creek

Sisters Constance Neal (second from left) and Afreda Wortham (second from right) were joined by City Councilmember Jamie Gauthier (center) and Register of Wills staff members Bob Stewart and Myasia Williams as the sisters obtained a new deed for their childhood home.

Constance Neal and Alfreda Wortham hold many fond memories of growing up in Philadelphia’s Cobbs Creek neighborhood.

Alfreda was just a toddler when the family moved into their tidy two-story rowhouse, while Constance was a few years older. Decades later, they still reflect on the closeness they felt with other local families – bonds that continue today although longtime neighbors are fewer in number.

They can’t imagine the home ever falling into another family’s hands.

Constance and Alfreda are two of more than 500 Philadelphians that our Title Clearance Unit has helped take legal ownership of their inherited home. Click the link below to read more about their story and learn how the TCU may be able to help your family.

Need a Marriage Record for Real ID? We've Got You Covered

As of May 7, 2025, every American needs a Real ID or another form of federal identification to board any domestic flight or enter certain government buildings.

In this webinar, officials from the Register of Wills office and the Pennsylvania Department of Transportation (PennDOT) explain how a Marriage Record can help you obtain a Real ID and how you can get a certified copy of your Philadelphia Marriage Record.

Wills 101:

What Is A Will?

A will is a signed and dated document composed by a person at least 18 years of age and of sound mind. The purpose of a will is to direct the distribution of the person’s assets upon their death.

Assets include money, real estate, financial accounts, and other possessions.

A will may also be used to appoint guardians of the estates of your underage heirs, to direct charitable donations from your estate, or to direct your funeral arrangements.

If you pass away without a will, your heirs would be dictated by state law known as "intestate succession." A will allows you to control who inherits your money and possessions after you die.

Join Us in Recognizing Autism Awareness Month

April is recognized across the USA and around the world as Autism Awareness Month. It is a time to dedicate ourselves to increasing our understanding of autism, expanding opportunities for people with autism, and driving meaningful change.

The Register of Wills office believes we should advocate strongly for expanding access to education, healthcare, employment, and community life for people on the autism spectrum and their families. We also believe that preparing a will is critical for ensuring the care of your dependents and planning your family's future.

Each week, our Public Engagement Team visits neighborhoods throughout Philadelphia to promote the importance of wills and inform the community about the services we provide. Visit phila.gov/wills to learn more and follow us on social media to see our upcoming events.
