Organizations interested in applying for one-time-only American Rescue Plan Act (ARPA) and Older Americans Act (OAA) funding to provide services to 60-plus older adults and caregivers under the Detroit Area Agency on Aging’s FY 2023 – FY 2025 Multi-Year Plan during FY 2024 (October 1, 2023 – September 30, 2024) may do so by submitting an application. Interested applicants must submit a request to access the DAAA SharedFile to submit the application packet by emailing contractmgt@daaa1a.org starting May 1, 2023 through May 19, 2023, 5:00pm EST.

Please carefully read the RFP Application guidelines and any other application instructions before filling out the application. Please submit only one application, Budget and Unit Cost/Fee-for-Service forms for the service category you are applying for and affix signatures on required forms prior to uploading grant applications and budgets to DAAA’s Shared File by 11:59 PM EST on Friday, May 26, 2023.
It is important to note that this RFP is available to applicants wishing to provide aging services funded with one-time-only ARPA and OAA funding. Direct Purchase of Services businesses supporting MI Choice Waiver Home and Community-Based Services and MI Health Link utilize a different Request for Bid process.
Applicants should also note that DAAA is transitioning all providers from line-item reimbursement grants to performance-based, fee-for-service contracting. All applicants applying for funding must sign the General Cover Sheet with Terms and Conditions form acknowledging that they understand this new arrangement. For FY 2024, 75% of the awarded funding will be performance-based and 25% will be a line-item grant for current providers and 100% performance-based contracts are required for new providers who have not been funded in the last two fiscal years. A 10% non-federal Local match is required. ARPA funding can only be used for Older Americans Act participants. Clients served under non-Older Americans Act programs must be supported through other resources. The DAAA and the Bureau of Aging, Community Living and Supports (ACLS Bureau) reserves the right to audit providers to determine compliance with the ARPA or OAA funding requirements.
Applicants may attend one of two Technical Assistance Workshops to obtain information about submitting the RFP. These workshops are slated for Monday, May 8, 2022, via Zoom only or Wednesday, May 10, 2023, at Sacred Heart Major Seminary, 2701 Chicago Blvd, Detroit, MI 48206 and also via Zoom. Applications must be submitted through the DAAA Shared File and cannot be mailed, emailed, dropped off or faxed. Late or incomplete proposals will not be accepted.
