IMPO Request for Quote for Visual Components of the IndyGo Red Line

The IMPO is requesting a quote from your agency for Visual Components of the IndyGo Red Line. Due by June 29 at 4pm ET

 

Background

The IMPO and IndyGo are conducting a study to understand the impacts of the IndyGo Red Line bus rapid transit project. The study team would like to gather both station-level photography and drone video traversing the full route to compare with imagery before the route began operations.

For photography, the IMPO and IndyGo are seeking street-level photographs at every Red Line station (28 stations) in each cardinal and intercardinal direction (8 photographs per station). For the drone video, the IMPO and IndyGo seek a video taken from an overhead angle traversing the route, starting at the 66th Street station and heading south.

The IMPO and IndyGo wish to illustrate changes in land development along the Red Line via photos and video. Drone video will include added illustrations identifying major changes (see Task 4).

 

*Note: Solicitation may be broken into multiple contracts. Submit quotations by task.

 

Deliverables

Task 1. Project Management

Vendor shall coordinate as appropriate with IMPO and IndyGo.

Task 2. Station Level Photography

Vendor shall take street-level photographs in each cardinal and intercardinal direction (8 photographs) per Red Line station (28 stations) from 66th St. Station to University Station. Vendor will label photographs with station names and direction. The IMPO and IndyGo will provide address and intersection information to the vendor for each station. Summary in Attachment A.

 

Deliverables: 224 photographs of all 28 IndyGo Red Line stations

Task 3. Raw Drone Footage

Vendor shall take drone footage traversing the Red Line starting at the 66th Street station and traveling south. Drone footage should be recorded to match the style (height and speed) of the baseline footage (26:00 minutes).

Any equipment purchased for the production of deliverables shall be the property of the IMPO. Vendors may not use funds to purchase drone equipment manufactured outside of the United States.

 

Deliverables: One continuous drone video file traversing the full IndyGo Red Line (multiple trips / files should be combined into one raw video).

Task 4. Before & After Drone Illustration

Vendor shall illustrate changes between Baseline drone footage and new footage at twenty-five (25) sites selected by the IMPO. This will be an edited version of Task 3. Visualizations will include text and icons identifying the targeted site and may include headlines or other visual media integrated into the footage as the drone traverses the corridor.

 

Deliverables: Polished video traversing the full Red Line corridor with seamlessly integrated illustrations of changes at 25 sites along the route

 

Quote and Responses Requirements

The IMPO requests a quote from your agency for these deliverables. A formal proposal is not required for this quote submittal. Submit a quote with rates and final costs broken out by tasks.


If interested, please respond with a quote. Please include total anticipated project cost and cost per task and a listing of hourly rates for proposed personnel (by name or title). You may include additional suggested services, but those services should be quoted separately from the main quote.

This project is expected to receive a notice to proceed in August/September 2026 with an estimated completion date of December 2026. Please indicate in your quote your suggested completion date for this work. A suggested completion date will not affect the selection process.


With your quote, please include relevant contact information for your agency and resumes for key project staff.


To be considered, please submit a quote by task, estimated completion date, contact details, and relevant resumes by June 29 at 4pm ET to procurement@IndyMPO.gov. Late submissions will not be considered.

 

Selection Process

Per the IMPO’s procurement procedures for this type of procurement, the IMPO will select the lowest qualified bid deemed responsive to the procurement request.

 

Supplemental Information

• Use: The IMPO shall have full rights to the use of deliverables without credit, in perpetuity.

• Adherence: All vendors shall abide by the current Certifications and Assurances that the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) requires including compliance with Title VI.

• Insurance: A selected vendor will carry insurance.

• Sam.gov: A selected vendor must register with Sam.gov upon selection.

• Taxes: The Indianapolis MPO is exempt from Federal and State excise, use, and sales taxes.

• Reserved Right: The Indianapolis Metropolitan Planning Organization reserves the right to withdraw this solicitation at any time in the process prior to contracting, upon notification to all vendors in receipt of the solicitation documents by fax, letter, or email to their last known business address. If such action is taken by the Indianapolis Metropolitan Planning Organization, no vendor will have claim for recompense. The Indianapolis MPO may also reject all quotes if no quotes received are reasonable and complete.
