Clarification on Recent Executive Orders Regarding Federal Grants
The Office of Management and Budget (OBM) released a memo Wednesday, Jan. 29, rescinding an order that had previously frozen a wide swath of federal financial assistance and affecting K-State research funding. As directed by executive order, federal funding programs are still under review; however, certain agencies have unfrozen funding.
What has changed?
Rescission of Memorandum:The OMB has rescinded OMB memorandum M-25-13 that previously asked agencies to freeze a wide range of federal financial assistance. This change applies to grants from agencies such as the National Institutes of Health (NIH), the National Science Foundation (NSF) and the U.S. Department of Agriculture (USDA).
What hasn't changed?
International funding programs:The “stop work” order for international funding programs, such as those administered by the U.S. Agency for International Development (USAID), remains in effect as it is a directive by executive order.
What does this mean?
Resumption of funding:Grant funding for recipients from agencies like NIH, NSF and USDA are expected to be unfrozen.
Continued restrictions:International funding programs are still under the “stop work” order, and we understand that funding remains frozen.
