Indicator 7
As we enter the new school year, it is a good time to train (or retrain!) teams on completing ratings on Indicator 7: Preschool Outcomes. Help ensure your teams can provide an accurate rating as children enter preschool by reviewing the information below.


What is Indicator 7? Indicator 7: Preschool Outcomes is the percent of preschoolers with IEPs who demonstrate improved child outcomes in three areas: (7a) Positive social-emotional skills, (7b) Acquisition and use of knowledge and skills, and (7c) Use of appropriate behavior to meet needs.









Why Focus on Indicator 7? It is important to ensure the child’s outcome ratings are accurate. Ratings are reported to the Federal Government, but can also be used to inform the child’s IEP.

Here are some Indicator 7 resources to help:


  • Indicator 7, Early Childhood Outcomes: Online Training to Complete the Child Outcomes Summary Process: This specially designed eWorkshop is for team members that participate in the Child Outcomes Summary (COS) process and teaches how to complete the COS process correctly and with fidelity. The eWorkshop is a series of 7 webshops, totaling 11 hours. Each webshop can be taken separately and users can choose which webshops to complete based on their current knowledge and skills. Be sure to have professionals involved in completing Indicator 7 take this self-paced training!




  • Breadth of the Three Child Outcomes Infographic (ECTA): The three child outcomes, measured by early intervention and early childhood special education systems, encompass functional skills and behaviors that are meaningful for a child's participation in everyday routines. They cut across developmental domains to represent the integrated nature of how children develop, learn, and thrive. The breadth of these outcomes provides a framework for describing and consistently measuring children's functional skills and behaviors across settings and situations. Indicator 7 Reports in VDOE's Single Sign-on for Web Systems (SSWS)

Remember! Every school division has access to Indicator 7 reports that provide a summary of your child outcomes. Any person in a division with "Generate Report" security access is able to view the reports listed below. If you do not have security access, find out who does in your division and request a copy of the following reports:
  • Indicator 7 - All Individuals: Provides individual student level outcome data
  • Indicator 7 - All Divisions Summary: Provides division level summary data for each of the three child outcome areas
  • Indicator 7 - All Divisions Summary (2 Consecutive Years): Provides division level summary data for each of the three child outcome areas across 2 years   
  • Indicator 7 - All Divisions Summary by Exit Disability for 2 Consecutive years: Provides division level summary data for each of the three child outcome areas across 2 years disaggregated by disability category.
