Response to Manufacturer Request
Due to COVID-19 Emergency

The Division of Liquor Control (Division) is responding to a manufacturer’s request to can product for another manufacturer due to the COVID-19 health emergency. Normally canning/bottling/packaging product for another manufacturer would be a violation of Ohio law. Despite this, the Division will allow alcohol beverage manufacturers with canning/bottling/packaging capabilities to do so for another manufacturer, within the following parameters: 

The Division requires a written request that identifies the following:

  • The Packager - The name, permit number, class of permit, address, and email address of the permit holder packaging the product.

  • The Manufacturer - The name, permit number, class of permit, address, and email address of the permit holder who manufactured the product and the products to be packaged.

The Division will issue a letter of approval or denial in writing. Please note the permission granted for packaging is for a limited time during the health emergency. The product being packaged cannot be sold by the Packager and must be returned to the Manufacturer after packing. Finally, the approval does not exempt the Manufacturer from any labeling requirements of the federal Tax and Trade Bureau.

The Division is offering this to assist manufacturers who don’t have the capability to can/bottle/package their product and typically sell only for on-premises consumption.
