My bill, SB381, regarding the Law Enforcement Officers Bill of Rights (LEOBR) is before the Senate Judicial Proceedings Committee. My proposal is to restore the original law which provided for a uniform disciplinary process across the state for adjudication of allegations of police misconduct. Unfortunately, the original bill has been amended to allow for an endless number of local variations to the point that the public has lost confidence in the legitimacy of the many processes. Because this is such an important issue, I have attached to this email my detailed letter on the history of the LEOBR. Enjoy the reading.
