The Director's Chair

Housing is the single biggest factor impacting economic mobility for most Americans. Like many desirable locations in the United States, Poulsbo has experienced a surge in housing costs over the past few years with the average median price of a single-family home increasing $200,000 in the last 5 years (2017-2021 -420,800 (US Census Quick Facts) & 594K (April, 2023 Redfin). The influx of residents and limited housing supply have driven up prices, making it increasingly difficult for both renters and potential homeowners to find affordable options.


Locally, Kitsap County Association of Realtors held a Target Housing Summit last month that was attended by Mayor Erickson, with guest speakers including Congressman Derek Kilmer and State Representative Spencer Hutchins. Senior Planner Nikole Coleman and I were invited to participate in a panel discussion at the event to answer questions about our comprehensive plan update and the cities and county’s role in addressing the housing supply.



The Keynote Guest Speaker was Gregg Colburn (speaking in the photo below), Author of Homelessness is a Housing Problem and assistant professor of Real Estate at the UW College of Built Environments. In his presentation he summarized the range of conventional beliefs about what drives the prevalence of homeless in a given city including mental illness, drug use, poverty, weather, generosity of public assistance, and low-income mobility. He explained that that none of these beliefs explains why homeless rates are so much higher in Seattle than in Chicago. His conclusion was that housing market conditions, such as the cost and availability of rental housing, offer a more convincing explanation.

2024 Comprehensive Plan Update

The City of Poulsbo is undertaking a periodic review and update of its comprehensive plan, as required by the Washington State Growth Management Act (GMA), RCW 36.70A.130(5). This is an opportunity to revise population and employment growth forecasts with the most up to date data, review existing policies to ensure they make sense for the community, write new policies that reflect the priorities of the community, and confirm that all federal, state, and local requirements are met. The next update of the Comprehensive Plan is due December 30, 2024. This update will plan for the next 20 years of population and employment growth through the year 2044.


Upcoming Engagement Opportunities:


Cultural Resource Protection Summit

Assistant Planner, Ashley Weller, attended the 16th Annual Cultural Resource Protection Summit hosted by the Suquamish Tribe on May 24-25. This year’s topic was Thanking Our Teachers – Past and Present. The Summit’s primary goal is to collaborate and discuss the intersection between cultural resources and land use planning. Topics ranged from ethnobotany, preservation policy from D.C. and the Department of Archaeology and Historic Preservation (DAHP), offshore wind projects and their impact to cultural resources, and lastly to thank our teacher and leader Suquamish Tribal Historic Preservation officer, Dennis Lewarch.


Staff learned about this opportunity during a meeting with Suquamish Tribe staff and the Planning/Engineering and Public Works departments in early March. As a follow up to this meeting, Ashley prepared an Archaeological Finds hand out to be provided with clearing permits to raise awareness of the potential for archaeological sites and increase stewardship of any found artifacts.

The Many Roles of PED Staff

Did you know? On top of the larger land use applications, the PED Department staff also responds to public records requests, business license applications, sign permits, tenant improvements, deck permits, grading permits, and code enforcement requests.


For the month of May PED staff reviewed/responded to:
