Rhode Island Regulated Cannabis Sales Reach $167 Million in 2025, Signaling Market Stability
WARWICK, RI – The Cannabis Control Commission today released calendar year 2025 cannabis sales data, reflecting continued stability and steady participation across the State’s regulated adult-use and medical cannabis markets.
In 2025, Rhode Island recorded $120,092,348 in retail cannabis sales and $46,974,089 in wholesale cannabis transfers, for a combined total of $167,066,437 in regulated cannabis activity statewide.
The average customer transaction in 2025 was $34.97, consistent with trends observed throughout the year and reflective of a mature retail market.
Wholesale cannabis transfers reflect products moved through Rhode Island’s regulated supply chain from licensed cultivators to compassion centers and other cultivators. This activity remains an important indicator of business-to-business performance across the market.

Since enactment of the Rhode Island Cannabis Act in 2022, combined retail sales and wholesale transfers have totaled $471,210,521, reflecting continued development of the regulated market in its early years of implementation.
“These year-end figures reflect a stable and responsibly regulated market,” said Michelle Reddish, Administrator of the Cannabis Office. “As Rhode Island’s adult-use and medical cannabis programs continue to mature, the Commission remains focused on strong oversight, consumer safety, and maintaining an equitable marketplace.”
The Commission monitors market performance, consumer trends, and supply chain activity on an ongoing basis. Annual and quarterly data are published to ensure transparency and accountability to the public, licensees, and policymakers.
“These results reflect steady market participation and responsible fiscal oversight,” said Kelly Verte, Chief Financial Officer of the Cannabis Control Commission. “We remain committed to transparent reporting and the responsible management of cannabis-related revenues.”
All figures reflect activity within the 2025 calendar year and are reported separately from the State’s fiscal year accounting period.
