There are several projects underway in Chino. Many of these projects have been in the works for years and once completed, will bring much needed improvements to our community.


We appreciate your patience as you navigate the inconvenience of detours and road closures. Remember to plan ahead and follow posted signage and detours.

Lane Reductions at Grand & Pipeline Avenues

SATURDAY WORK (March 25)

Intermittent and alternating lane closures will occur on Grand Avenue from SR-71 to Pipeline Avenue 7am-4pm to complete paving work.


Projects:

  • ST162 - Street Rehabilitation - Pipeline Avenue Project
  • TR171 Traffic Signal Modifications at Grand at Spectrum East & West and Grand Avenue Paving Projects


Roads:

  • Grand Avenue from Roswell to Pipeline Avenue
  • Pipeline Avenue from Grand Avenue to Eucalyptus Avenue
  • SR-71 Off-Ramp


Impact:

  • Several lane closures with portions of the road being reduced to one lane.
  • Expect delays in the surrounding area.
  • SR-71 Off-Ramp Closure
  • All lanes will reopen each day after 4:00 pm, but please note that the road surface may be uneven until the project is completed.


Timeline:

  • March 8 - March 31, work will take place between 7:00am and 4:00pm.
  • March 8 - March 10 Cold Mill operations begin at Grand Avenue and SR-71 off-ramp and will move east towards Pipeline.
  • March 14-15 – Rain Days
  • Remaining schedule to be determined.


City Actions:

  • The City is actively monitoring traffic flow and making necessary traffic signal timing adjustments to minimize delays and keep traffic moving smoothly during the construction period.
  • Signage has been posted in the area.
  • Surrounding businesses have been notified.


More About The Project:

The ST162 and TR171 projects are part of the City's Capital Improvement Program. The purpose of the project is to grind and repave the roads, resulting in a smoother ride. The project team is committed to minimizing any disruption to the community while working to enhance the quality of the roads. Throughout the project, local businesses will have access to their premises at all times. Drivers are advised to plan their journeys accordingly and allow extra time for travel, and follow posted detours as necessary. Cooperation from the public is appreciated as the project moves forward.

71/91 Interchange Project

SR-71 and Sr-91 Lane Closures

Impact:

Various overnight lane and ramp closures. See table below for details.



More About the Project:

The Riverside County Transportation Commission, in partnership with Caltrans, is reconstructing the 71/91 Interchange Project in Corona.


The new non-tolled interchange is designed to improve safety, expand access to other modes of travel, reduce greenhouse gas emissions, enhance traffic flow, and support continued movement of native wildlife through the area. Construction will take place from early 2023 to 2025.

New Left Turn Signal on Roswell & Schaefer

New and improved! The Schaefer/Roswell intersection received a makeover with a fully 'protected' left turn.


What does this mean? Left turns are only permitted during the green arrow indication.


Previously, this traffic signal allowed left turns during both the green arrow and the green light. This change was made as several accidents had occurred at this intersection where drivers were making a permissive westbound left turn and failed to yield to approaching eastbound traffic.


This fully protected left turn will eliminate the risk of collisions, ensuring a smoother traffic flow. In addition, the traffic signal timing has been adjusted, to minimize delay for the heavy westbound left turn traffic. Flags on the traffic signal and a message board on Schaefer were added to increase awareness of the change.


A special thank you to traffic division and public works crew for making this traffic light improvement! So go ahead and make that left turn with confidence, Chino! Drive safe and enjoy the ride.

Full Closure of Merrill Avenue

Merrill Avenue from Euclid Avenue to Stearman Drive

Impact:

Full 24 hour closure in both directions.


Timeline:

Begins Friday, February 10, 2023 through the end of May 2023.


Detour Information:

The primary detour route will be Euclid Avenue to Eucalyptus Avenue to Bon View Avenue. Truck detour signs will be placed along Euclid noting truck traffic should use Edison to Bon View or Pine to Hellman to avoid the closure.



More About the Project:

As part of the Ontario Ranch Business Park development, extensive improvements to Merrill Avenue near the intersection of Euclid are underway. The Ontario developer will be installing major underground utilities like sewer, storm drain and water connections.


Access to the Chino Airport and its businesses will be maintained at all times from the east on Merrill Avenue at Bon View Avenue.

City Road Improvements


D Street from Monte Vista Avenue to 2nd Street

Impact:

Full 24 hour closure in both directions.


Timeline:

Monday, January 30 through June 2023.


Detour Information:

2nd Street to C Street or Chino Avenue.


More About the Project:

Public improvements include storm drain, curb, gutter, sidewalk, pedestrian ramps and crosswalks. Local access will be maintained.



Central Avenue at Eucalyptus Avenue

Impact:

Temporary lane closures at the intersection.


Timeline:

Completion expected late winter 2023.


More About the Project:

Public improvements to roadway, sidewalk and traffic signal.



Chino Avenue between Mountain Ave and Bunker Hill Place

Impact:

Intermittent lane closures with at least one lane open in each direction at all times.


Timeline:

Completion expected late winter 2023.

Street improvements include pothole work and storm drain installation.



Edison Avenue from Central Avenue to east of Oaks Avenue

Impact:

Eastbound and Westbound turns on Edison at Oaks are closed.


Timeline:

End of summer 2023.

Central Avenue or Mountain Avenue to Eucalyptus / College Park.


More About the Project:

Construction of storm drain, street widening, curb, gutter & sidewalk, pavement rehabilitation, Ayala Park entrance improvements, traffic signal improvements, and pedestrian accessibility improvements as part of the College Park ultimate Improvement Project.



PRESERVE ROAD IMPROVEMENTS



Bickmore Avenue from Euclid Avenue to Quality/Mayhew

Impact:

Full 24 hour closure in both directions.


Timeline:

Developer Update:

Alere has nearly completed work in order to reopen Bickmore to a single eastbound lane. The project has received approval from Caltrans to modify the traffic control plan, which includes changes in the Caltrans right-of-way. Chino staff have already approved the plan. Weather permitting, the plan is expected to be implemented in the next few days after the rain, significantly improving traffic flow in the area.

 

Detour Information:

East on Kimball Avenue and south on Rincon Meadows.


More About the Project:

Work completed includes sewer and storm drain improvements as a condition of the Alere development Detour. After full closure is completed, additional public improvements will be ongoing and may include temporary lane reductions.



Kimball Avenue from Euclid Avenue to Rincon Meadows 

Impact:

Intermittent off peak lane closures with at least one lane open at all times. To complete work on remedial items.


Timeline:

Completion of remedial items scheduled for May 2023.



More About the Project: As part of the ongoing development in The Preserve, Kimball Avenue, between Euclid Avenue and Rincon Meadows Avenue is being improved to include the installation of underground utilities, raised median, streetlights, traffic signals and the installation of a large storm drain to help reduce flooding in the area. 



Pine Avenue from West Preserve Loop to Homecoming Drive

Impact:

Pine Avenue will be reduced to one lane in both directions between West Preserve Loop and Homecoming Drive and access to East Preserve Loop south of Pine will be closed for the duration of the project.


Timeline:

July 30, 2022 through Spring 2023


Detour Information:

Residents of The Preserve can take Kimball Avenue as an alternate route. Eastvale residents are encouraged to take Archibald north to Merrill. Residents south of Pine can use Market Street to Hellman, additionally, Legacy Park St is now open and available as an alternate route. Truck traffic will be diverted to Merrill. 


More About the Project:

As part of the development of the Town Center at The Preserve, Pine Avenue between West Preserve Loop and Harvest/Homecoming is being improved. 

Improvements include widening the road to 5 lanes, 2 new traffic signals, repaving of Pine and installation of underground utilities & center medians. Once completed, this project will relieve congestion & improve traffic flow on Pine Avenue.

Chino and Montclair Area Overlay Project

Chino and Montclair areas for pavement rehabilitation. (click on map for full notice)

The County of San Bernardino Department of Public Works is beginning the Chino & Montclair Area Overlay Project. The project will include overlaying the roads with various resurfacing treatments to improve the look and driving experience.


This work will be performed between September 2022 and April 2023. Normal working hours will be between the hours of 7:00 A.M. and 4:30 P.M. Monday through Friday.


There will be “No Parking Signs” posted indicating the specific dates work will be performed on the street. During working hours, access to the public will be limited. In an effort to keep residents, crews and property safe, please follow these guidelines:

1. Do not park your vehicles on the roadway

2. Do not allow water to run on the roadway

3. Do not allow children to play in the roadway

4. Do not place trash cans or other debris on the roadway
