Welcome to May. Yes, we made it through another Spring Break and Semana Santa. The largest crowds have dissipated, but things have still been busy, and I expect that they will stay that way all the way up until it gets cold again next winter. In the past, the summer months would slow down around town, but that has changed and the only time that things really settle down is during the coolest months of the winter, usually January and February. New restaurants and businesses keep popping up and so many that struggled to stay afloat just a short time ago are now busy with people every day. The effects of our rising tourist popularity are obvious and everyone seems to be very happy about it.
The weather has been perfect and activities abound every weekend. Concerts and live music are common if that's what you enjoy. Mermaids Market, quad, UTV, and waverunner rentals are popular, and last weekend were the catamaran regatta and triathlon. Fishing tournament, Cornhole tournament, Volleyball tournament, Golf tournament your thing? We've got em. If you like racing, the SADR 150 is coming up, or if you prefer a 4x4 drive with a fun group of folks along the beach all the way to El Golfo, that's happening too.
All you have to do is show up and get involved. There really is way too much to list and it's certain that I would miss most of them, even if I did try so, rest assured, if you come looking for fun and adventure, you'll find it. On the other hand, if you're looking for a relaxing day at the beach, that's really easy to find as well.
The first flight from Tijuana/San Diego to Rocky Point arrived on Friday opening up the market from Northern Baja and Southern California to an easier way to get here. Several flights have begun and ended over the years, so hopefully, this one will stick and possibly open more routes in the future.
A Sonoran Star update is still coming, but we can not share any specific information at this time. Soon though. And, it will be worth the wait!

Tourist developments, hotels, and rental houses registered an average occupancy of well over 90% during Holy Week according to data obtained from the Puerto Peñasco Convention and Visitors Bureau (OCV), while beaches, streets, restaurants, and shopping centers were stormed by large groups of friends and families from Sonora, Baja California, Chihuahua, and the Southern United States, reaffirming the position of Puerto Peñasco as the most visited tourist site in Northwest Mexico.

Mayor Pivac Meets with SESELEC Company Regarding Photovoltaic Plant
|
Mayor Jorge Pivac Carrillo attended an important meeting with directors of the SESELEC company, the group that will be responsible for the construction of the photovoltaic plant near Puerto Peñasco. The plant will represent the first solar power plant of this magnitude in the country, and will be the seventh largest solar power plant in the entire world.
The mayor promised to be a facilitator and a problem solver and to help facilitate the needs of the project, as the representative for the city. The plant is important for Rocky Point in that it will strengthen the economy and provide both direct and indirect jobs for residents, and the mayor promised to do all in his power to make it go as smoothly as possible.
Engineer Vladimir Ortega Maldonado, general director of SESELEC announced that the work that will be carried out for the installation of this solar power plant has already begun. The plant will be built on a two-thousand-hectare site near the Mar de Cortés airport and will supply electric power to both Sonora and Baja California.
In this project, nine thousand six hundred forty-one million pesos will be invested in the construction of the project through both the federal and state governments.
“In Peñasco there will be guaranteed employment, improving the quality of life for the people of Peñasco and their families, and this great project will strengthen the presence of Puerto Peñasco on the national map. In addition, various opportunities will be generated for our people that we must not miss out on,” commented Mayor Pivac.
The mayor added that the municipality will promote a job bank in support of the company's recruitment and hiring area and mentioned that those interested in filling any of the vacancies which will be opened at the time of starting this project can come to city hall to leave a job application. Available positions will soon be announced.
Phase I of the Photovoltaic Plant will have an installed capacity of 420 MW in alternating current, beginning with 120 MW which will flow directly into our municipality. The second stage will generate 300 MW and will feed energy to nearby cities. It is expected around 400 direct and indirect jobs will be generated from the project.

The Rocky Point Mariners (Marineritos)is a little league baseball team for grade school age children in Rocky Point whose dedication and hard work has won them several local and invitational championships. This year they have advanced to the Northeast Conference tournament in Ensenada.
This is the first time that a little league team from Rocky Point has made it to the prestigious tournament and the Mariners are eager to make a good showing. The families of the team are responsible for the cost of travel, lodging, and food for the trip, and they are asking for donations to help with the expenses. After a brief break in April, there are two Mermaid's Market scheduled for the month of May. The first one will be on Saturday, May 7th.
We are happy to announce that the second market in May will be our Season Finale Party for this 10th season of the Mermaid's Market. The "Pirate and Mermaid Fiesta" will be on Saturday (Memorial Day Weekend), May 28th, 2022.
As readers may remember, the first Mermaid's Market was in December of 2012. By the end of our 2nd season in April of 2014, we had introduced a New Orleans-style Pirate and Mermaid party as the last event of the season. Back in 2014, we had no restaurant vendors and no bar. So, this was the first time we requested a food and alcohol permit from the city administration. We received permission and had a fantastic first Finale Party - including food, music - and we served our first ever Mermaid Margaritas!
The following year, we decided to add live music to the Finale Party. Ever since, we have invited a variety of musicians and entertainers - always keeping with our New Orleans, Pirates and Mermaids theme.
Now, a quick diversion back to 2011 and another memory: The Jazz Festival at Penasco del Sol (was it called Plaza Las Glorias back then?)... well, the point is that in the fall of 2011, they held a Jazz Fest and we were introduced to the super cool and funky sound of the Bad Cactus Brass Band. Soon after that, in 2012 the New Times named them Phoenix’s "best traditional New Orleans brass band."
All these years later, we've caught up with them again! Their website (www.badcactusbrass.com) concludes by asking, "Is your event unusual enough to pique our interest?"
Hmmm, of course I had to ask! . . . and, we are so happy to announce they will be our special guests at this year's Pirate and Mermaid Fiesta. This 8-piece band from Phoenix - the Bad Cactus Brass Band - will be entertaining us with 3 sets of music throughout the day. Their fun, upbeat sound will be sure to get you up on your feet!
In addition, the Paulani dancers (polynesian/Hawaiian dancers) and the Cultivarte group with their African-style drums & dance will be entertaining us.
Of course, our 30+ "mermaid" arts and crafts vendors - including artists, painters, photographers, designers and artisans - will have new and unique treasures for you to discover and enjoy!
In the spirit of New Orleans fun, the "Mermaid's Lounge" bar will be serving up traditional New Orleans-style Hurricanes - in addition to our signature Mermaid Margaritas and ice cold beer. We have great lunch choices! El Menche Tamales, Rocky BBQ House with their famous ribs and pork, and other artisanal delights.
As has been true for all 10 seasons, we work with the local administration to present these events for our community. The Mermaid's Market benefits the local DIF organization, which gives assistance to local vulnerable families and children.
Add to the fun of the day and dress up as a Pirate or Mermaid! Come by the bar, show us your costume to win great prizes! Do not miss this Season Finale Party! See you there.

Mexico Overtakes China Again as the U.S. Largest Trading Partner
|
|
Mexico resumed the crown as the main trading partner of the United States, measured by the sum of imports and exports, closing February with an accumulated balance of 113.2 billion dollars, according to official data from the neighboring country.
According to information from the Census Bureau of the US Department of Commerce, between January and February, Mexico accounted for 14.5 percent of the world trade of the main economic power, slightly surpassing China and Canada.
The return of Mexico as the largest trading partner of the US was thanks to a rebound in February, when the balance of the exchange of goods and services totaled 56.3 billion dollars, surpassing the aforementioned nations.
Mexico had closed December 2021 as the third partner of the US, registering in that month a commercial exchange of 57 billion dollars, while for January it was in second place with 56 thousand 900 million, on both occasions, the position of honor was occupied by China.
“Today the US Census Bureau gives us the news that, during the first two months of 2022, Mexico was placed as the number 1 trading partner of the US with a total trade of 11.3 billion dollars. We continue to strengthen our productive integration”, said Tatiana Clouthier, Secretary of the Economy, on her social networks.

"Several Dudes" Perform Song Dedicated to Rocky Point
|
|
Musical group, Several Dudes, will join Roger Clyne and the Peacemakers next month for another Circus Mexicus celebration. Lovers of Rocky Point already, they wrote a song and made a fun music video in anticipation of playing Circus Mexicus, a four day music festival in Rocky Point (Puerto Penasco), Mexico
The song written by a band that will be playing in Circus Mexicus in June, is a bunch of dudes, aptly named, Several Dudes. An interesting group of guys that that got their first gig in 1987, and when they were struggling to come up with a name for the band, one of them finally simply said, “You’re a dude, and you’re a dude and I’m a dude, we are really just several dudes” – they figured they would use that for their first gig, sort of as a joke. People liked it, and the name stuck.
The Several Dudes members met in college and gained popularity in Atlanta, writing and performing original songs to larger and larger audiences, until lead guitarist, Nick Stevens, died in a tragic cycling accident in 2018. Since that time, they have donated more of their time playing for free to support charities and promoting cycling safety.
The group was originally scheduled to play Circus Mexicus in 2020, when Covid-19 arrived on the scene and forced the show to be cancelled. This will be their debut with Roger Clyne and the lineup of musical talent scheduled for the show next month. Click the link above and check out their tribute to Rocky Point song.

Almost 400 Tons of Trash Collected After Semana Santa
|
|
More than 365 tons of garbage were collected following the Semana Santa celebrations in Rocky Point. Trash was collected from public streets, outside of homes and businesses, along the beach, and throughout town, concentrated mostly in the tourist areas.
The Agency for the Comprehensive Management of the Municipal Cleaning Service redoubled their efforts, added more staff, and extended work hours to accomplish the task after the very busy holiday.
ZOFEMAT reported on the beaches and Federal zones alone, more than 53 tons of garbage was collected and kept from going into the sea. Cesar Garcia, director of ZOFEMAT, explained that in the cleanup operation after Easter, garbage collection was carried out in Playa Hermosa, Sandy Beach, La Cholla beach, La Cholla estuary, Mi Playa, Mirador beach, as well as the accesses and avenues that connect to them.
Both Oomislim and ZOFEMAT personnel extended working hours and the crews, equipment, and machinery were on the job from 4:00 am until midnight cleaning the city.
Mayor Jorge Pivac applauded the efforts and the extra hours put in by the city agencies as well as by personnel from the security and rescue divisions of the city. He also called for the residents and tourists to help keep the beaches clean of garbage and to keep house yards and the areas around their homes picked up.

Sea Shepherd Continues the Fight to Keep the Vaquita Marina Alive
|
|
The large ships that you often see off the coast of Rocky Point are Sea Shepherd patrol ships.
On board two ships of the NGO Sea Shepherd Conservation Society, environmental defenders work 24 hours a day hand in hand with the Mexican authorities to save the almost extinct vaquita marina in the Upper Gulf of California, in the Mexican Sea of Cortez.
The most recent scientific survey—conducted in October and November 2021 by Sea Shepherd's MV (motor vessel) Sharpie and the Museum's MV Narval—only between seven and eight adult vaquitas and one to two pups were detected. “They are the ones that could be counted, but, of course, there may be other vaquitas because this sea is a big place. On a map it looks small, but from the sea, it is huge," he said in an interview with Efe Pritam Singh, president of Sea Shepherd.
Despite the drastic reduction in specimens in recent years, hope is maintained that, thanks to the tireless work of Sea Shepherd and the collaboration of the Mexican authorities, a gradual growth of this endemic species is being achieved. “It is very possible that there are other vaquitas, which is good. We are very hopeful that the vaquita can recover. It has been an extraordinary year and we hope for real change”, added Singh.
Starting in January 2022, Sea Shepherd and the Secretary of the Mexican Navy began a new joint information and response protocol that resulted in a substantial reduction in the number of fishing boats in the Zero Tolerance Zone. They remove nets that the locate, but many still exist, according to a press conference from San Felipe, in the northwestern Mexican state of Baja California.
In addition to searching for fishermen in the protected zone, they remove nets that are drifting, and that can catch vaquitas and also totoabas, a fish whose bladder is bought for exorbitant sums due to various beliefs from traditional Chinese medicine. Entanglement in fishing nets is the greatest documented threat to the survival of the species.
"The activities that (Semar) does is to maintain the rule of law in the area and we have been providing escort and security to Profepa (Federal Attorney for Environmental Protection) and Conapesca so that they can carry out their work, which is to inspect," the third master of the Navy Infantry, Marine Garcia, told Efe in an interview. "There have been changes, from two years ago to now. Recently, there have not been as many confrontations," he added.

Facemasks Were Never Mandatory in Mexico?
|
|
The Undersecretary of Prevention and Health Promotion, Hugo López-Gatell, pointed out during a recent morning conference with the President of Mexico, Andrés Manuel López Obrador (AMLO), that facemasks are no longer essential and that it was never mandatory in Mexico.
“At this time the use of a face mask is no longer essential” he said, but clarified that it may be useful to continue using them in closed to reduce the possibility of transmission of covid-19. The undersecretary explained that the mask is a measure to reduce transmission risks, but it appears to be somewhat ineffective in preventing infection.
“The fact that a large number of people use them, does help transmission of covid-19 to be reduced, however, right now we are in a phase of minimal risk in Mexico and in many other countries, fortunately,” he pointed out. The official added that this is the first time since the beginning of the pandemic that the whole world is in a reduction stage. He added that this makes it possible to consider that the extreme need to use the facemasks is no longer so important.
He added that some state governments, which at one time had proposed masks as a mandatory measure have withdrawn the obligation. He pointed out that the federal government proposed from the beginning that the use of facemasks as a preventative measure should be based on conviction and not mandatory.
Sonora (Rocky Point) is one of several Mexican states which have recently relaxed the mask "recommendation" for open and outside areas.

Rocky Point Mayor and Sonora Governor Greet First Flight from Tijuana
|
|
On Friday, Mayor Jorge Pivac, accompanied by the State Governor, Dr. Alfonso Durazo Montaño, along with local businessmen and special guests, welcomed the first passengers of the inaugural flight of the Tijuana - Puerto Peñasco route which is expected to open this tourist destination to more tourists and visitors.
After the traditional christening of the Calafia Airlines line aircraft, the mayor applauded the efforts of businessmen and authorities who helped to achieve this new route which links our city with the Tijuana binational airport. The Baja Norte airport is one of the most important in Mexico, connecting that city with 36 cities within the country, as well as to several international destinations.
“I cannot fail to mention and infinitely thank the private initiative and all the entrepreneurs who made it possible for this flight to become a reality, after six years without direct flights to Rocky Point. Thank you very much for believing in Peñasco and in this Municipal Government that I am honored to preside over, "said the mayor. The first commercial flight 901 of Califia Airlines left Tijuana and arrived in Puerto Penasco with 50 passengers.
Sonora Governor, Alfonso Durazo Montaño, predicted that this air connection from the city of Tijuana will further strengthen Puerto Peñasco, which without a doubt he said, has become one of the most important tourist sites in the country and the state government will continue to work together with the local government now and in the future.
Sonora Secretary of tourism, Célida López Cardeñas, explained that Puerto Peñasco having been merely fishing site has become the most important tourist site in Sonora and will continue to transform, proof of this is this air connection which will expand the territory to flights from anywhere in the world.
After the arrival of the flight, a meeting was held with businessmen from Puerto Peñasco where Mayor Jorge Pivac, together with the Governor of Sonora, Alfonso Durazo Montaño, announced that a water treatment plant will be built in Puerto Peñasco withan investment of 180 million pesos, a landfill which will cost 30 million pesos, and the purchase of additional police patrol vehicles for an amount of 13.7 million pesos.

Government Seeks Price Controls on 25 Basic Products to Control Inflation
|
|
As inflation soars to almost 8%, the federal government is seeking an agreement with private companies to limit price increases on basic food items.
Jesús Ramírez, President López Obrador’s spokesman and communications coordinator, told the news agency Bloomberg that the pact would focus on the approximately 25 products that make up the canasta básica, a basic selection of foodstuffs including beans, rice, eggs and sugar. He said in a phone interview that it hadn’t been decided exactly which products would be included in the agreement.
Two other Bloomberg sources said that government officials had met with representatives of leading companies to discuss the plan. López Obrador said three weeks ago that the government was considering placing price controls on basic food items as part of efforts to control inflation. Consumer prices were up 7.72% annually in early April, a 20-year high well above the central bank’s target of 3% give or take a percentage point.
López Obrador indicated Monday that a government program to confront inflation would be presented next week. “We’re doing well in tax collection, we’re doing well in job creation, the peso is resisting and we’re going to … start a program to confront inflation, we’re working on that,” the president said at his morning news conference.
López Obrador, whose government subsidizes gasoline and last year attempted to cap LP gas prices, said that electricity and fuel prices were only up 0.6%, but acknowledged that the government has to act on food prices by “seeking agreement with producers.” “I’ll take the opportunity to tell farmers, small producers, that we’re already delivering support and we have to sow new crops, we have to produce,” he said. “No country can get ahead if it doesn’t produce and at this time it’s essential to sow corn, beans, rice. … Just as we must be self-sufficient in energy, we have to be self-sufficient in food, and that’s what we’re trying to achieve now,” López Obrador said.
He said his main current concern as president was to control inflation because of the impact it has on family budgets. “We’re working on that. I believe that we’ll present the plan in a week,” López Obrador said. “We’ve made a lot of progress, we’re speaking with businesspeople, with producers,” he said. “… We’re going to produce, we’re going to plant now that it’s time … in order to have corn, to have beans, to have basic foods. [Production] helps a lot because there is a global imbalance that was produced or precipitated with the pandemic and then it worsened with the war [in Ukraine],” López Obrador said.

Walmart Owns Most of the Supermarkets in Mexico
|
|
The U.S. and Mexico have influenced each other in many ways over the course of their history, through both the exchange of culture and the cross-border trade of goods and services. One lesser-known area of overlap between the two nations? Supermarket ownership.
When it comes to supermarkets in Mexico, no single company comes close to matching the reach of Walmart. Also the world’s largest company by revenue, Walmart has over 2,700 stores in the country, including chains it owns such as Sam’s Club and Bodega Aurrera. The latter is both the largest supermarket within the Walmart category, and also the most popular in Mexico.
Bodega Aurrera was first established in the 1970s, two decades before Walmart entered Mexico’s market directly in 1991. The discount store now has some 2,000 locations across the country.
In fact, it’s almost safe to say that Mexico is Walmart’s second home. After the U.S., which has just over 5,000 stores, the greatest number of Walmart stores reside in Mexico. But on a per capita basis, there are more Walmart-owned stores in Mexico. Specifically, there is about one Walmart-owned store per 47,000 Mexicans, compared to 62,000 for Americans.
The company’s presence in Mexico is so strong that Walmart’s Mexico division trades separately on the Bolsa Mexicana de Valores (BMV) under the name Walmex. In March of 2022, Walmex had a market cap above 1.3 trillion pesos, or $64 billion.
Overall, with the thousands of stores that they operate, Walmart’s revenue in Mexico gives it a 68% market share within the country’s supermarket industry.
Other American grocery retailers to make the list include H-E-B, a San Antonio-based chain with stores in northeast Mexico, and Costco, which opened its first Mexican location in 1992 as Price Club (before the companies merged).
Sorianna, the next biggest supermarket operator, holds about 15% of the industry’s market share. It is joined by Chedraui, Casa Ley, La Comer, and Alsuper as Mexico’s biggest domestic grocery chains, with some of them also extending their reach into the Southwest United States.

It had been mentioned that Mexico's Cinco de Mayo holiday is more celebrated among Mexicans in the U.S. than it is in Mexico.
It had been mentioned that Mexico’s May 5 holiday —Cinco de Mayo— is more celebrated among Mexicans in the U.S. than it is in Mexico, and that nobody really seems to know why.
It appears that many people in the U.S. think Cinco de Mayo is Mexico’s Independence Day, the equivalent of the Fourth of July. May 5 isn’t an official national holiday in Mexico. Schools and some commercial office workers have the day off, but businesses open.
Cinco de Mayo marks the Battle of Puebla in 1862, when the Mexican army led by Gen. Ignacio Zaragoza defeated French invaders. The following year the Napoleonic troops, with reinforcements, were successful and later installed Austrian archduke Maximilian of Habsburg as emperor.
Mexico’s Independence Day is celebrated on September 16, and that is a national holiday. The date marks the call to arms in 1810 by Miguel Hidalgo y Costilla, which set off a long war for independence from Spain. Independence was finally achieved in 1821.
Revolution Day, which marks the anniversary of the start of the 1910-1917 Revolution, is November 20.

Mole, a Mexican Favorite and, for some, an Acquired Taste
|
|
A notable aspect about Mexico is the great variety of foods and dishes that can be easily identified with the country.
Most of the traditional foods are available all year round, although certain dates and holidays are associated with particular dishes.
September, the Mes de la Patria because of the Independence Day, brings chiles en nogada, hot green peppers filled with walnuts and raisins, covered with cream and sprinkled with pomegranate; and pozole, a broth with large grains of corn, red or green chili, chicken or pork, radish, and other trimmings.
October is when bakeries bring out the Pan de Muerto bread for the All Souls Day celebrations, although some stores, particularly supermarkets, start selling it during late August, presumably to maximize their sales opportunity.
Christmas dishes include bacalao, specially prepared codfish; romeritos, dried shrimp and rosemary sprigs in mole; and the Rosca de Reyes cake is cut at Epiphany (Three Kings Day) on January 6th.
Tamales - a traditional (and ancient) food made using corn dough steamed in a corn husk or banana leaf, and flavored with savory or sweet fillings are eaten all year round, but traditionally at Candlemas, on February 2nd. Also by tradition, if your slice of Rosca de Reyes contains a baby doll figurine (baked into the mix of every cake), you are obliged to host a party on this date to serve the tamales to family and friends.
For newcomers to Mexico, some local dishes, particularly spicy ones, take a while to get used to, and some people at first turn their noses up at the different tastes and smells. Quite understandably, many Mexicans are astounded someone wouldn't like pozole, or mole, or some other dish that people here get excited about, and they assume you haven't tried it. If you say you have, then obviously "no has probado el que hace mi tía" - you haven't tried the one my aunt makes.
Perhaps one of the most acquired tastes in Mexican food is mole. This sauce is made from dried and ground chile peppers mixed with other spices and ingredients-famously chocolate used in making mole poblano (from Puebla) or black mole of Oaxaca. There are many kinds of mole, which are usually mixed with meat, rice, chicken, or vegetables.
Mole recipes vary, and local restaurants renowned for their mole often keep the precise recipe (moreover, the proportions of the ingredients) a closely-guarded secret.
Mole is one of the truly mestizo (mixed indigenous and Spanish) dishes of Mexico. The Aztecs were making sauces from chili peppers to which they attached the suffix -mulli or -molli. Following the Spanish conquest, other spices were introduced and different kinds of sauce were developed.
Mole Recipe (one of countless shared and secret recipes):
Ingredients
2 Chipotle peppers
1 Onion, sliced
2 cloves Garlic
2 Tomatoes
1 tablespoon Raw Peanuts (Moongphali)
1 Star anise
1 inch Cinnamon Stick (Dalchini)
2 Cloves (Laung)
2 inch Dark chocolate
1 teaspoon Dried oregano
1 teaspoon Black pepper powder
1 tablespoon Raisins
1 tablespoon Maize flour (Corn Meal)
1 tablespoon Butter
1 cup Chicken stock
Salt to taste
Preparation:
To begin making the Homemade Mole Sauce Recipe we will first, roast the tomatoes by heating a sauce pan with oil, add the whole tomatoes.
In the meanwhile preheat the oven to 180 degree Celsius for 10 minutes.
Once the tomatoes roasted slightly and got light brown on skin, switch off the heat. Take a foil add the tomatoes and drizzle some olive oil and cover the foil and place it in the oven and roast them for about 15 minutes.
In the same pan add some more oil, sliced onions and cloves of garlic and saute until it softens.
Once the onions are sauted switch off the flame, allow it to cool down. Add them into a mixer along with star anise, cloves, cinnamon and raisins. Add little water to blitz it into a smooth paste. Keep it aside.
Take the tomatoes out and chop them up and blitz them also along with toasted peanuts and chipotle chilies to a smooth paste.
Let's start to make the sauce. Heat the pan with butter once the butter starts to melt, add maize flour and keep whisking it to make a roux.
Add chicken broth and mix well so that there are no lumps formed. Keep whisking till the sauce thickens.
Add in the onion paste and tomato paste and bring it to a boil. Add in your seasonings and broken chocolate now and whisk well. Adjust the salt level and boil for 10 more minutes switch off the flame.

For Seniors Bagging Groceries, Tips are Often Their Only Source of Income
|
|
When shopping in a supermarket in Mexico, you are likely to see senior citizens bagging groceries at the checkouts. These seniors are not employees, but volunteers, subsisting entirely on tips.
Mexico does not have age-based labor discrimination laws. Employers can advertise for a position and include the age range they are willing to hire. Even when these age ranges are not explicitly stated, it is nearly impossible to find a job in Mexico after turning 60. This creates a desperate situation for senior citizens whose pensions do not cover living expenses.
Supermarket chains take advantage of this desperation by hiring them as volunteers instead of employees, at great benefit to their bottom line. Although they have none of the benefits or protections of regular employees, they are still expected to follow many of the same rules. If they want to go on vacation, they must ask for permission in advance but receive no vacation pay. If they miss a day of work, they must bring a written justification, such as a doctor’s note. Their only medical insurance is through pensions from their previous careers.
Diego, 66, who asked that we not publish his name, has been bagging groceries at Super Ley for four years. “I’ll keep working until I fall over. I have to.”
So how are the tips?
“Some people tip better than others. You might get 10 pesos [US $0.50) for two bags, or you might bag a week’s worth of groceries and get a smile, or a blessing.” Diego used to be self-employed but retired with a government pension.
María Guadalupe Zarate, 64, has also been at Superama for four years. She previously worked as the head cashier for the IMSS Social Security Institute, and is also on a government pension. “I can make about 200 pesos a day. That money is important for my personal economy. If I need to rest when it isn’t my break, one of the other volunteers will cover for me,” she said. What she makes in tips is almost double the minimum wage for a day of work in Mexico City — 102.68 pesos.
Walmart has a long history of shady business practices and strained labor relations in Mexico. In March of this year, the company narrowly avoided an 8,000-employee strike by meeting some of their demands. In 2012, the New York Times published an exposé on their history of using bribes to circumvent zoning laws, including opening a store next to the pyramids at Teotihuacán, which led to prolonged protests by local residents.
In 2008, Mexico’s Supreme Court ruled Walmart’s employee payment scheme was unconstitutional. It had been paying employees with vouchers only redeemable in their stores.
The federal government reached an agreement recently with pension funds that will reduce commissions and give a person entering the workforce today 10% more upon retirement. Unfortunately for current retirees, there are no plans to increase their pensions.
Mexico’s senior citizens will have to continue to make ends meet however they can, and for many that will mean bagging groceries for tips.
