TRAFFIC TALK
The difference between a hump, a bump and a table
|
|
Speed Bumps are 2' to 3' wide and 4" to 6" high. Speed Bumps are not authorized for use on public city streets. They are exclusively used in shopping centers, apartment complexes, and other private properties.
Speed Humps are nationally accepted, and are used on residential streets. A speed hump is 12' wide, and 3" to 3 ½ " high. A speed hump is designed to reduce the speed of vehicles on residential streets where speeding is occurring. They are not designed to change the volume of traffic on residential streets, and do not significantly reduce cut-through traffic. For speed humps to be effective, they must be installed in a series, approximately 400' to 600' apart. The number of speed humps installed depends on the length of the street.
Speed Tables are nationally accepted, and are used on secondary emergency streets when the Fire Department has determined that speed humps are not appropriate. A speed table is 22' wide, and 3" to 3 ½ " high. It has a flat 10' section in the middle and 6' ramps on each end.

Why all the traffic talk? JPNA has authorized a committee of neighbors to consider options. They will recommend a course of action for deciding which features need to be installed first and how to allocate the money available to the neighborhood through JPNA funds and a Park Tucson allotment. Yes, we must hire and pay an approved contractor after the city approves the locations. If you have feelings about prioritizing, you must attend the July 27 meeting and be part of the discussion. Proposed and TDOT approved sites for traffic calming in JP

If you live near any of these dots, someone may be coming to your door to ask you to sign a petition for a traffic calming device.
To get a traffic safety device, 60% of the people near the proposed site must sign the petition-renters or owners. DTM determines the houses which must sign. The traffic calming site must be pre-approved by DTM (Department of of Traffic and Maintenance) These are the first steps!
Second step is that the Neighborhood Assn. must come up with the money to hire a licensed contractor.
Third step is your neighborhood Assn. will be deciding on which projects to take on first, and will begin to coordinate successful petitions. The meeting link is above if you wish to comment.

SUMMER - Paving-Mountain to Park to begin July-August
|
|
|
Everyone in the affected area should have received a letter at their address by this time. Preliminary work will began the week of July 5, then cutting back trees, etc. the week of July 12. An arborist will oversee this part of the process. At the beginning of August, they will begin tearing up old asphalt, grade the road and lay down the new asphalt. Work is expected to be completed by the end of August. No Parking signs will be placed on affected streets 48 hours in advance of when crews are expected there. Parking will be prohibited at those designated times. Any vehicle in the way at that time, will be towed. If you live in the area, Mountain to Park, Chauncey to Grant, look for a letter, and keep it handy.

Last week Kevin Dahl, our Ward III Council Member, announced that he will soon begin treatment for throat cancer. His docs say the treatment regimen gives him a 97% chance of full recovery. Jefferson Park wishes him a quick recovery and a tolerable treatment.
Kevin says his cancer is caused by the human papillomavirus (HPV.) He has never been a smoker and believes the virus infected him years ago. We now have vaccines for HPV. The CDC recommends HPV vaccines be given between the ages of 9-12. Check this link for more information .

|
This past Tuesday evening, July 12, the City Council voted unanimously to enact a new policy. The policy provides that utility lines must run underground on gateway and scenic routes unless a utility (in this case, TEP) can demonstrate unequivocally that an exception should be granted for a limited section of the route from a list of criteria that the City Council has carefully defined, such as within an industrial-zoned area or along a bridge spanning railroad tracks.
As part of the policy, the Council also adopted a list of conditions that must first be met, most of which were proposed by the Undergrounding Coalition. The conditions require that all exceptions must remain consistent with the original purpose and integrity of scenic and gateway routes and that no new overhead utilities will be allowed on gateway and scenic routes passing through or adjacent to historic neighborhoods and districts.
As we see it, these conditions of the policy as well as the criteria will prohibit TEP from constructing any new overhead utilities along the Kino/Campbell Avenue corridor from the Rincon Heights neighborhood to and through Jefferson Park, as TEP originally proposed to do.
If TEP wants to overhead in any portion of any gateway or scenic route, it will be required to utilize the exceptions process and apply to do so for limited sections of a route, citing specific criteria, and presenting clear and compelling evidence as to why they should be granted the exception to overhead lines.
The exceptions process also creates the opportunity for much greater public participation than the current variance process allows. If TEP applies for exceptions, and they most certainly will, the public must be notified, and then be given the opportunity to participate in a public meeting and provide feedback through the zoning examiner, not all of which is required in the current process. Moreover, the new process goes further to allow all interested parties to appeal to the City Council through a second open, public process.
We believe that this process will succeed, although only the future will tell. It will require diligence on all our parts. As we go through the process to continue to protect our neighborhood, this newsletter will keep you updated. When it is time to take action, we will keep you informed. The Park Tucson team is making it easier for you to park in downtown garages. You can download a mobile application that’ll allow you to use the garages without having to carry cash around with you. Use this link to find the app for your phone:
The app is good for all 5 of our public garages, Centro, Depot Plaza, Pennington Street, the Library, and the City-State garage. If you are a monthly Park Tucson permit holder, you’ll continue using your garage access card for entering and exiting any of the City facilities.

TUCSON WATER UPDATES REBATE PROGRAMS - Customers can now apply online for residential clothes washer and premium high-efficiency toilet rebates. This means no more paper and quicker processing times. You can apply at the link below. As of July 1, the residential toilet rebate increased to $100 per premium high-efficiency toilet for homes and buildings constructed before 2011. These toilets must be WaterSense certified, flush no more than 1.1 gallons, and receive high flush performance scores.
The clothes washer rebate will now provide customers a $200 rebate only when replacing a top-load machine with a front-load clothes washer from the qualifying product list. Customers replacing a front-load machine or new customers not replacing a machine will be eligible for a $100 rebate. For questions, email pico@tucsonaz.gov, or call (520) 791-4331.

Ward III, June Drone Pilot Program reviewed
|
|
|
On June 9, Ward III neighborhood leaders met with TPD to discuss a one month pilot program using drones to assist officers. The pilot was conducted in Ward III.
The multi neighborhood safety meeting meets July 26th (see above for link or in person) and will ask for an update.

The high heat does not seem to bring out the best in people. Some advice based on some recent neighbor experiences:
LOCK YOUR CAR-EVEN IF YOU ARE "just running back for something you forgot" - be aware of your surroundings. A neighbor reports having keys stolen which were left in car with just this scenario.
REPORT ANY HATE MAIL/FLYERS Some neighbors have reported receiving hate mail flyers in their yards or mailboxes. The police have been informed and have picked up samples. TPD has a "hate crimes" division. If you received such a flyer, please report it to Lieutenant Belinda Morales, Belinda.Morales@tucsonaz.gov, Operations Division West, 520-837-7230 office or cell 520-589-8487. Better yet, if someone has a camera that captured the person distributing the flyer, please share with TPD.

SUMMER - Hints to conserve Water and Power
|
|
Beat the Peak … with Pete the Beak! For decades, Tucson Water and Pete have urged Tucson-area residents to conserve water. Now, Pete is asking us to work together to use less power between 3-7 p.m. during summer months.
It’s easy! Just five quick steps you can take between 3-7 p.m. in the summer can make a big difference:
-
Avoid using large appliances. That means doing laundry or running the adishwasher overnight or earlier in the day if possible.
-
Program your pool pump to run during the morning or at midday.
-
Set the thermostat to 78 degrees. In fact, you might consider pre-cooling your home. At noon, set your thermostat three degrees lower than your normal setting. Then, at 3 p.m., adjust your thermostat as high as your family can safely tolerate. This will avoid running the AC while your pre-cooled home slowly warms.
-
Use a ceiling fan to circulate the air and help you feel cooler. It also helps to close the drapes, shades and blinds where possible to keep out the sun’s radiant heat.

Grill outdoors or use the microwave at dinnertime to reheat meals you cooked earlier in the day.

FREE SELF-SERVE SANDBAGS
DTM will offer free self-serve sandbags:
East parking lot of Hi Corbett Field, 700 S. Randolph Way, at Reid Park.
Location open 24 hours a day, seven days a week.
Residents should bring their own shovel. Sand & sandbags will be provided by DTM. There is a limit of 10 sandbags per vehicle. DTM staff will monitor the weather forecast as well as the National Weather Service to stage the self-serve sandbag program ahead of the first forecasted storm, to ensure you are prepared.

Garbage bags and tools are supplied. Fees for Special Collections are:
· $30 for up to ten cubic yards plus $25 for 15 minutes of collection time-- $55 total.
· $25 for each additional 15 minutes of collection time and $5 for each additional cubic yard.

MAYOR AND COUNCIL APPROVES BUDGET AND EXTENDS FREE TRANSIT - Tucson's Mayor and Council last night voted to approve City Manager Michael Ortega's $2.1 billion budget and compensation plan for the fiscal year that begins July 1. Part of the budget allows for transit fares to remain free until the end of the calendar year.
MASK REQUIREMENT DROPPED - Sun Tran has been notified that the federal mask requirement is no longer in effect for the public transit industry. Although masks are no longer required, the Centers for Disease Control (CDC) continues to recommend wearing a mask while onboard transit vehicles. Please respect those who choose to continue wearing masks. Passengers can request a mask at one of our transit center information booths.
