Rosenberg City Council Appoints Herb Phelan to
Councilor At-Large Position 1
Rosenberg City Council members voted to appoint Herb Phelan to serve as Councilor At-Large, Position 1 at the March 16, 2021 City Council Meeting.

The At-Large vacancy was created when Jacob Balderas resigned from the position March 2. The newly appointed position will serve the remainder of the unexpired term through May 2021. Applications for the position were accepted from interested and qualified members of the public. Council selected Phelan from a field of 15 candidates.

Phelan has a history of service to the City. He previously served on the Rosenberg Development Corporation as the Vice President, the Planning Commission, Rosenberg City Council from 1989 through 1992, and was Interim City Manager for a brief period in 1994.
Phelan and his wife Maxine have been Rosenberg residents for over 50 years. They have two sons and two grandchildren. Mrs. Phelan taught at Lamar Consolidated High School for over 30 years and will be honored with a new elementary school dedicated in her name early next year.

“I really appreciate the confidence Rosenberg Council has placed in me with this appointment,” said newly appointed Councilor Phelan. “I intend to do my best to perform its duties in an intelligent and objective fashion.”

Mayor Benton and Councilors Anders, Raines, and Morales voted in favor of appointing Phelan; Councilors Euton and Davila voted against the appointment. Phelan was sworn in March 17 and will serve in his official capacity at the next City Council Workshop Meeting to be held Tuesday, March 23, 2021 at 6:30 p.m.
