Runaway Plantation Acres Improvement District Engineering Expenses Cost Taxpayers Over $1.6 Million

Dear Neighbors,

Capital improvement budget lines are the backbone of our flood-control infrastructure, protecting public safety and property values.

When the District overspends its operating lines, especially engineering services, it is forced to drain money from the capital plan, weakening long-term infrastructure needs and eroding financial discipline. This problem is compounded by procurement violations.

The District policy requires competitive bids for any project or service over $10,000, and Florida’s Consultants’ Competitive Negotiation Act requires a formal qualifications-based competitive process for engineering services on any project expected to exceed $65,000.

Despite these requirements, the District has repeatedly exceeded its approved engineering budget, budgeted at approximately $80,000 per year but paid at least two to four times that amount, without bids, proposals, public notice, or a contract.

This combination of uncontrolled spending and non-compliance with procurement rules quietly drains capital funds, delays major infrastructure projects, and ultimately harms the residents who rely on the District to maintain safe and functional flood-control system.

These practices show a clear pattern of a lack of fiscal responsibility to the taxpayers.

2022 – $317,118.61
2023 + 2024 – $889,794.59
2025 – $459,217.62
Total – $1,666,130.82
