Effective January 1, 2025


The Canadian Free Trade Agreement (CFTA) requires any municipality interested in participating in a buying group to publish a declaration of its intent to participate in a buying group. Participating in SARM’s buying group includes purchases from SARM’s Member Purchasing, Canoe Procurement Group of Canada, and Sourcewell.


Effective January 1, 2025, SARM’s legal counsel has advised that the provisions of the CFTA requiring a procuring entity to publish a notice of participation with the buying group applies to each of SARM’s members individually. The legal advice that we received is that the RM is the procuring entity and it is the RM’s responsibility to make this annual posting. 


SARM is advising its members to individually post a notice of their participation with the SARM buying group on SaskTenders before making purchases from the SARM buying group’s offerings. This posting is only required to remain active for two weeks. You will need to repeat this posting annually if purchases are planned for the year.

Notices of planned procurement for 2025 should not be posted on SaskTenders until January 1, 2025. Please see below for further details.


To create your municipality’s declaration, copy and paste the paragraph below onto a document with your municipality’s letterhead and attach to your Notice of Planned Procurement posting on SaskTenders.

 

(Insert Municipality Name) intends to participate in one or more procurements offered through the Saskatchewan Association of Rural Municipalities (SARM), between (insert one year period including month/year). 2025 SARM Annual

Resolution Deadline

 

The deadline to submit resolutions for the upcoming 2025 SARM Annual Convention is Saturday, January 25, 2025, end of day. 

 

Resolutions must be received in the SARM office by this date in order to be addressed at the upcoming convention and included in the convention guide.

Each resolution must be emailed separately using the fillable submission form.

Awards/Nominations/Scholarships

Awarded to Reeves, Councillors, or Administrators (active or retired) 

for their lifetime contribution to rural Saskatchewan.

2025 Lieutenant Governor's Award Nomination Period:

NOV 1, 2024 - JAN 31, 2025

 

The nomination period for the 2025 Lieutenant Governor's Award will open on November 1, 2024. Candidates must be nominated by an RM, with council’s approval, and administrator’s sign-off. 

 

The selection committee reviews all nominations and selects one individual who has not yet been formally recognized and includes representatives from: 

 

  • Lieutenant’s Governor’s Office of Saskatchewan 
  • Ministry of Government Relations
  • Rural Municipal Administrators’ Association
  • Saskatchewan Association of Rural Municipalities

The award will be presented to the successful candidate at the Opening Ceremonies of the SARM Annual Convention. This forum provides an excellent opportunity to publicly recognize the recipient of this prestigious award.

Municipal Revenue Sharing

Declaration of Eligibility

 

Municipalities are required to annually report their compliance with eligibility requirements to receive their Municipal Revenue Sharing (MRS) grant by completing an online Declaration of Eligibility (declaration). The unique link and password for the online declaration have been emailed to each municipality on November 15, 2024.

 

If you do not see the email in your inbox, please check your spam/junk folder and then contact grcompliance@gov.sk.ca requesting the email be re-sent.

 

To avoid your municipality's MRS grant for the 2025-26 year from being withheld, ensure your municipality submits its declaration, which includes a resolution from council, and that your municipality meets all eligibility requirements.

The deadline for submission of the declaration is January 31, 2025. Please ensure the declaration is submitted by the deadline, even if the municipality does not meet all eligibility requirements.

Webinar: Become Involved in

Regulated Child Care

The Ministry of Education, Early Years Branch, is inviting you to participate in a live one-hour webinar on Municipal Involvement in Regulated Child Care.

 

The webinar is intended for municipalities to learn about regulated child care in Saskatchewan and gain an understanding of the role municipalities can play. 

 

To learn more about how your municipality can support child care development, visit Municipal Involvement in Regulated Child Care.

The live one-hour webinar will be delivered on Wednesday, January 22, 2025, beginning at 11:00 a.m. The content of the webinar was previously delivered live in July and August 2024. If you participated in the previous webinar and would like a content refresher, you are welcome to attend.

Participation capacity will be limited to 25 participants. A meeting link will be sent upon registration.

New Recruits Join the Saskatchewan Police College


The Saskatchewan Police College (SKPC) welcomed 40 new recruits who are taking their first step toward a career in policing. For 50 years, the SKPC has been the official institute for the provision and co-ordination of training and education for municipal and First Nations police officers in Saskatchewan. This group of recruits represents the 90th class trained at the SKPC since its inception in 1974.

Community Rink Affordability Grant Application

Period Announced


Applications for the 2024-25 Community Rink Affordability Grant opened on January 6, 2025.

 

Communities, First Nations, schools and non-profits are eligible and encouraged to register for the annual grant of $2,500 per indoor ice surface. The grant helps offset the costs of operating indoor skating and curling rinks in Saskatchewan.
