Municipal Legislation Consultation Update

Saskatchewan Ministry of Government Relations

 

The Municipalities Act, The Cities Act, and The Northern Municipalities Act, 2010 form the foundational legislative framework for all municipalities in the province. These acts provide the necessary powers and authority for council decisions, policies, and bylaws, while outlining municipal responsibilities.

 

In the summer of 2024, the Ministry of Government Relations initiated a comprehensive review of this legislative framework, focusing on The Cities Act, The Municipalities Act, and The Northern Municipalities Act, 2010. The primary objective of this review is to identify potential amendments that could enhance municipal governance.

At the 2025 SARM Annual Convention, the Ministry of Government Relations encouraged municipalities to provide any additional feedback they might have. If you have further comments or suggestions, please share them with SARM so they can be relayed appropriately to the Ministry of Government Relations by emailing consultations@sarm.ca.

Payment Protection for Grain Producers

How Deferred Payments Can Leave You Without Coverage


The Canadian Grain Commission (CGC) regulates grain handling to ensure that Canadian producers receive fair compensation when they deliver grain to licensed grain companies. When a licensed company fails to pay, the CGC’s Safeguards for Grain Farmers Program uses the company’s security to pay you if your claim is eligible.


For your claim to be eligible, you must:

Adoption of the 2024 Canadian Electrical Code


Effective March 1, 2025, Saskatchewan has adopted the 2024 Canadian Electrical Code.

Structural Commentaries


On March 12, 2025, the National Research Council (NRC) published the Structural Commentaries User’s Guide for the NBC 2020: Part 4 of Division B. Users will have access to information and suggested approaches for structural sufficiency including limit states design, snow, rain and wind loads as well as design for seismic effects.

 

This guide is available for free in electronic format through the NRC’s Publications Archive, as well as available for purchase in printed format at the NRC’s Virtual Store.

Legislative Framework Training Workshop


This free LTF workshop provides code users and industry a better understanding of Saskatchewan’s construction legislation and regulations for the successful application of the National Building Code of Canada 2020 and the National Energy Code of Canada for Buildings 2020.
