This free webinar will take place on Tuesday, March 22, 2016 and provide an overview of NCHRP Domestic Scan 14-03 that examined the factors and processes that can support the success of developing a strong safety culture in transportation safety agencies. The Federal Highway Administration will be hosting a webinar on Rural Local and Tribal Road Safety Toolkit and User Guides. This webinar will take place on March 22nd. Do not forget to save the date for the upcoming National Working Summit on Transportation in Rural America on September 7-9, 2016. Check back on the Safety Center website for registration to open soon.  There are many trainings coming up so make sure to plan ahead so you do not miss out on these great training opportunities!

Event: Saint Patrick's Day Drunk Driving Prevention

For too many Americans, St. Patrick's Day has ended in tragedy due to drunk drivers getting behind the wheel. Over St. Patrick's Day from 2009 to 2013, there were a total of 276 lives lost in drunk-driving crashes.

Event: National Distracted Driving Enforcement 
Date: April 4-13, 2016
Organization: National Highway Traffic Safety Administration (NHTSA)

In recognition of April's National Distracted Driving Awareness Month, NHTSA has planned a number of activities. NHTSA will also kick off its second national highly visible enforcement campaign for distracted driving: U Drive. U Text. U Pay., which is supported by English and Spanish language television, radio, and digital advertising.

NHTSA has also developed a robust social media strategy designed to raise public awareness about the consequences of texting and driving. The focus is on the idea that "If you're texting, you're not driving." We anticipate that this message will engage the target audience of men and women 18-34 (slightly skewed toward women) with creative and persuasive messaging on NHTSA social media channels and their media partners.

Webinar: FTA Public Transportation Agency Safety Plan NPRM and Proposed National Public Transportation Safety Plan

Join us for a webinar hosted by National RTAP and the Federal Transit Administration (FTA)'s Office of Transit Safety and Oversight to discuss the Public Transportation Agency Safety Plan Notice of Proposed Rulemaking (NPRM), and the proposed National Public Transportation Safety Plan. 

During the webinar, FTA will discuss the provisions of both the proposed rule and plan, and how industry stakeholders can get involved in the regulatory process. There will be a time to ask questions at the end of the webinar. 

The proposed Agency Safety Plan rule would require any public transportation system that receives Federal financial assistance to certify and implement a safety plan based on the principles of Safety Management System (SMS). The National Safety Plan is not a regulation, but would be FTA's primary tool to disseminate guidance, technical assistance, templates, and other resources related to safety rulemaking to help transit providers improve their safety performance. Comments are due by April 5, 2016.

Webinar: Improving Safety at Intersections

About 65 percent of all crashes in urban areas and 40 percent of those in rural areas occur at or near intersections or driveways. This workshop offers a range of guidelines, solutions, and strategies for reducing conflicts and crashes at intersection locations. Webinar: Wrong Way Driving: What We Know, What We Are Doing, and Where Are We Going

TRB will conduct a webinar on Wednesday, April 20, 2016 from 2:00 PM to 3:30 PM ET that will focus on wrong-way driving. Wrong-way driving has been a problem since the beginning of the interstate highway system but they are much more likely to result in fatal and serious injuries than are other types of highway accidents. This webinar will explore recent and ongoing efforts to mitigate wrong-way driving on limited access highways.

Training: Work Zone Safety Awareness Workshop

The Work Zone Safety Awareness Program is offered to participants who require an overview of working safely in the roadway. As new or veteran employees enter or re-enter the construction and public works profession, they are frequently required to set up short-term work zones or are assigned to long-term projects. There are no allowances for errors when working next to traffic, so it is important for personnel to have a solid understanding of work zone safety compliance with the national MUTCD standards. Also, the roles of workers and enforcement personnel at work sites, differences between NJDOT and local projects, and legal responsibilities in work zones will be addressed during this program.

Training: 2016 Purdue Road School

Purdue Road School is co-sponsored by JTRP and the Indiana Local Technical Assistance Program (LTAP) and attracts over 2,000 Indiana local and state officials, consultants, and suppliers each year. Important updates on pertinent transportation issues, as well as sessions on topics of general interest, are provided in the two-day conference. Road School also hosts regional meetings of several affiliated professional groups, such as the County Surveyors Association and the Indiana Chapter of the Institute of Transportation Engineers.

Training: Roadway Departure Crash Countermeasure Plan

Over 50 percent of Virginia's traffic deaths result from roadway departures. While these severe crashes remain primarily a rural issue, surprisingly over 40 percent of fatalities on locally maintained roadways are due to vehicle departures. Working with FHWA, Virginia Department of Transportation (VDOT) developed a Virginia Roadway Departure (RD) Safety Implementation Plan to systemically target and deploy countermeasures to reduce these severe crashes.

The RD Plan documented multiple RD countermeasures, from low to higher costs with associated expected effectiveness, for the targeted roadway network segments identified. Since the completion of the Implementation Plan, templates showing tiers of multiple treatments, decision trees and highway assessment processes have been developed to assist in identifying appropriate countermeasures to address site specific roadway departure related crashes.

With the assistance of Kimley-Horn, VDOT has prepared a one day workshop for all local partners, registered through the Virginia Local Technical Assistance Programs (LTAP), looking to address roadway departure related crash patterns on their jurisdictional roadways. This workshop will present background information used in the development of the RD Plan and locations identified for potential improvements, present VDOT's new Roadway Departure Countermeasure Templates and Tool (RDCT), and strategies for scoping and programming roadway departure related countermeasure projects within individual jurisdictions.

Training: Traffic Incident Management Training for Emergency Responders

Three vehicle crashes involving injuries occur every minute in the United States putting nearly 39,000 incident responders in harm's way daily. Disruption and congestion from these incidents can increase the likelihood of secondary crashes, cause delays, and increase driver frustration. The longer responders remain on the scene, the greater the risk they, and the traveling public, face. Correct traffic incident management (TIM) focuses on responding in a way that protects motorists and emergency personnel while minimizing negative effects on traffic. TIM practices include detecting, verifying, and responding to incidents; clearing the incident scene; and restoring traffic flow.
 
Using a multi-discipline approach, first responders in New Jersey will learn how to operate more efficiently and act collectively. The training covers topics including TIM guidelines, fundamentals, and terminology; notifications and scene size up; scene safety and risk management; traffic management; special circumstances; clearance; and termination.
 
This course is open to all traffic-incident first responders including personnel in law enforcement, fire fighting, emergency medical services (EMS), public safety, public works, towing and recovery, and hazardous materials (HAZMAT).

Training: Road Safety 365 - A Safety Workshop for Local Governments

This course instructed by Juan M. Morales, P.E. is designed to provide local and rural agencies with practical and effective ways to mainstream safety solutions into their day-to-day activities and project development process. This one-day workshop focuses on processes for incorporating safety into all aspects of local and rural projects, and on making safety a priority through inclusion in the traditional decision-making process - 365 days a year. The course stresses the importance of road safety, and illustrates how it can be integrated into rural/local transportation project development at all stages: planning, design, construction, implementation, operations, and maintenance. Through practical exercises and facilitator-led discussions, the emphasis is on operations and maintenance to reflect the predominant, day-to-day responsibilities of rural/local transportation agencies. The benefits and potential cost savings of safety initiatives are shown using examples from rural/local agencies

The workshop audience ranges from decision-makers to road crews. It is aimed primarily at local and rural road and public works supervisors. Others who would benefit include: elected officials, public safety advocates, State DOT personnel, law enforcement, consultants, regional and rural development organizations, municipal associations.
